The West Yorkshire Combined Authority brings together the local authorities of Bradford, Calderdale, Kirklees, Leeds, and Wakefield with the Local Enterprise Partnership. The Authority develops and delivers policies, programmes and services which directly benefit the 2.3 million people who call West Yorkshire home.
The Authority is chaired by the England’s first female elected Mayor, Tracy Brabin. The Mayor is a strong champion for the region, making sure that the voice of the people of West Yorkshire is heard in Westminster.
The Authority is now taking the next step to deliver for the region, benefiting from the largest devolution deal in England. Over £2bn of new funding is giving our region greater freedom to decide how best to meet local needs and create new opportunity, through investment in transport, skills, culture, housing, and the environment.
The West Yorkshire Mass Transit is central to this ambition. We want to deliver a new, high-quality Mass Transit system for West Yorkshire which will connect people across our region by 2040.
Following the creation of a new Mass Transit Directorate to develop the Mass Transit programme, we are seeking new team members to support the programme.
We currently have a vacancy for a Consents Manager to join our Mass Transit Team.
The Role
Reporting into the Head of Mass Transit Design and Development your key responsibilities will be to:
- Play a key role in managing the Combined Authority’s Statutory Consents / Planning conditions and emerging legal obligations associated with planning coupled with timely land access requirements to help us deliver on our Vision for a Mass Transit system for West Yorkshire.
- Manage and develop an effective proactive management plan/process and/or protocols for the capture, delivery, and discharge of the various consents/planning conditions for the successful delivery of the Mass Transit system with key consenting bodies including setting out how such information is presented, and defined timescales for each stage of the consent’s procedure.
- Lead on the identification of all necessary statutory and third-party consents/planning conditions and advise on other functions of the requirements.
- Be responsible for overseeing the preparation of documentation required/ensuring compliance with all the necessary consenting and planning requirements.
- Support and feed into the Transport and Works Act process moving forward.
- Lead in the liaison with District Partners in coordinating and capturing planning requirements aligned to the delivery of the Mass Transit in their District Plans.
The role is representative of the requirements envisaged to deliver the Mass Transit Vision in what is and will continue to be a highly politically sensitive programme of work.
About You
You will have the following key skills, attributes, education and experience:
- Hold a degree in a relevant professional discipline such as an RTPI accredited subject, Planning and Real Estate, Public Relations, or Communications.
- Have significant practical experience in areas such as Planning and Consents Management, Public Relations or Communications.
- Significant practical experience of successfully performing in a similar role.
- Experience of highly complex large civil engineering or similar development programmes
