Overview of project/role
As the Built Environment Operational Compliance Manager you will be the primary point of contact for Risk, Audit and Compliance reviews across BE APD, from supporting reviews to ensuring the completion and delivery of any actions. You will be accountable for acting as the custodian of all BE Data held in the Asset Management System inclusive of Data Quality.
Ensure the quality and completeness of APD Built Environments asset data and drive the functional requirements for BE APD to be data driven and planning led. Including the Asset Condition Reports, Risk Management Processes, Maintenance Work-Bank development, to improve Safety, Performance and Quality standards to support TfLs business targets, statutory and legal obligations and contractual responsibilities.
Key Accountabilities
- Responsible for management and indirect management of teams and ensure they are managed effectively and where necessary developed to meet changing business needs, including training, mentoring and effective development conversations.
- Accountable for all BE Data in the AMS, inclusive of the Asset Registration, associated Inspection Programme(s) and cascade of data into relevant Work Banks.
- Responsible for the production of all BE ACR(s), maintaining the BE Risk Register and Corrective (Minor Works) 3-year Work-Banks(s) and identification of ‘pipeline’ into Capital Delivery.
- Contribute to business cases for R&D works to secure funding to ensure asset data is improved.
- Responsible for supporting the BE Manager in managing the Safety Improvement Plan
- Responsible for providing evidence to ensure compliance with LU Standards and governance and preparing for annual audits.
- Responsible for Chairing periodic internal meetings to review changes in asset data impacting operations, asset availability / reliability and revise priorities to minimise impacts to TfL Staff and Customers.
- Single point of contact for the AMIS team to ensure the maintenance processes and work flows are reflected in the AMS.
- Responsible for the review of Asset Data Handover (ADMF/TLF447) relating to all introduced, renewed, refurbished, removed, disposed of assets in compliance with the relevant Industry Best Practice / Legislation / TfL Engineering Standards, Procedures and Guidance.
- Responsible for superseding Assets Records and Associated Drawings with relevant internal stakeholders to ensure complete and correct asset information enabling TfL to meet its statutory requirements.
- Responsible for managing Asset Queries including reporting on progress and status.
Financial Impact
- No direct financial responsibility.
- Role would determine investment plans via Asset Data for an annual works budget of up to £25million.
Skills, Knowledge & Experience
- Academic - A relevant degree with a main focus in a highly analytical/quantitative discipline (Engineering / Data Science / Computer Science or similar) (Essential).
- Knowledge of data structures and experience of working with large datasets within an enterprise context (Desirable).
- Practical familiarity with at least one business intelligence tool (e.g. AXIOM, Microsoft BI, etc.) including data visualisation (Desirable).
- Working knowledge and understanding of Built Environment assets within competency area to TfL Standards / Procedures / Industry Best Practice (Essential).
- Analysis & Problem solving skills to accurately deliver Asset Operations Reports using a range of techniques.
- Communication skills: Able to communicate successfully and professionally to stakeholders and colleagues.
- Work Management skills: Collaborative and organised individuals who understand their own and colleagues’ roles.
- Stakeholder Management skills: An awareness of how to work professionally with stakeholders in a range of situations.
- Extensive demonstrable experience of improving Data Quality in relevant discipline area (Essential).
- Practical experience of use data analysis tools and statistical techniques to produce solutions to problems (Desirable).
- Experience in maintaining a clear / coherent communication, both verbal and written, to understand data needs / report results (Essential)
- Experience in creating concise reports that assess the effectiveness of asset data sources, data-gathering techniques and improve data collection methods (Desirable)
- Practical experience in establishing new processes and look for opportunities to improve the flow of data (Desirable).
