Job Description

We are currently recruiting for Accounting Careers Trainee (Target Class: Revenue Examiner 1).

Employer Status Unit Overview:
The principal function of the Employer Status Unit is to identify employers liable for UI coverage and to assist them in their effort to comply with State UI laws and regulations. The major tasks within the unit are: register liable employers, determine status (e.g., new; successor; non-subject status), notify employers of their liability and initial UI tax rate, terminate inactive employer accounts, handle liability appeals, maintain accurate and current files on each employer.

What you will be doing in the Employer Status Unit:
  • Examine the accuracy of tax returns and tax documents to determine if employers are properly registered, make tax liability determinations, make successor determinations, commingle employer's tax experience history to calculate employer's tax rates; perform detailed audits of employer's quarterly tax returns, registration applications, sales agreements, purchase agreements, merger certificates, and IRS verifications on Federal Employer Identification Numbers and non-profit organization's exempt status.
  • Provide taxpayer assistance and technical advisement in CT regarding the application of a variety of unemployment tax issues by phone, email, facsimile, and in person such as employer tax liability requirements; types of reportable employment; types of reportable services in and out of CT; exempt organizations (churches and some religious organizations); exempt employment; exempt services; exempt employees; exempt wages; how to register a new CT employer online; procedures for quarterly CT UI tax filing and wage reporting online, assist employers with creating online accounts and gaining access to such accounts, release from liability requirements and unit procedures; DOL appeal procedures; merit rating and experience transfers and all other inquiries and complex concerns regarding taxpayer's accounts and potentially liable employers.
  • Process non-profit 501 (c) (3) federal income tax exempt organizations tax returns and employer registrations to ensure proper tax liability requirements are met prior to registration. Review tax returns, tax forms, and tax documentation such as IRS 501 (c) (3) tax determination letters, most recent financial statements, and sources of funding. Process employers’ request to change reporting methods. Assist all lower-level staff with highly technical tax and registration matters.
  • Perform related duties as needed.
Position Highlights:
  • Full-time, forty (40) hours per week.
  • Monday through Friday 8:00 am - 4:30 pm.
  • Located in Wethersfield
  • Telework is available based on the telework guidelines and will be discussed further in the recruitment process.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional accounting or auditing position.

EXAMPLES OF DUTIES

  • Receives training in introductory accounting or auditing work for development of skills and knowledge in order to qualify for advancement into a professional agency accounting or auditing position;
  • Performs a variety of increasingly difficult duties as skills are acquired during the course of the training period;
  • Examines financial records of governmental or private businesses and accounting methods and procedures to ensure compliance with statutes, regulations, guidelines or accepted accounting principles;
  • May receive training in such areas as maintaining financial records and accounts, establishing financial statements and schedules, and preparing budget estimates;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • accounting and auditing principles and practices;
    • business mathematics and statistics;
    • business uses of information technology;
    • effective report writing;
  • Ability to
    • read and understand written materials;
    • utilize computer software.

MINIMUM QUALIFICATIONS

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

PREFERRED QUALIFICATIONS

  • Experience with administration of the Unemployment Compensation Program.
  • Experience in prioritizing multiple assignments with competing deadlines.
  • Experience in Excel.
  • Experience in providing verbal and written communication to a diverse population.
  • Experience in conflict resolution.
