The Universal Credit (UC) Programme at DWP is one of the biggest welfare programmes to date. It is responsible for millions of payments to citizens on a daily basis. We are looking for a product manager to join the universal learning element of the service, focusing on our guidance and learning product suite.

UC work in an agile way and this role is responsible for owning and maintaining over 700 pieces of content impacting around 45k agents. The work is fast paced and varied and includes creation and maintenance of guidance and learning products for new features in the Universal Credit service, changes to policy and behavioural changes.

Job description

The role is all about creating a cohesive product set that supports our UC agents so working collaboratively with feature teams, stakeholders in policy, legal and operations is key.

We are passionate about accessibility and publishing standards to create a user experience that is efficient and enjoyable for all.

  • You will be responsible for the product roadmap for a multi-disciplinary team within a product portfolio, ensuring that priorities are mapped to service goals and value/impact is measured.
  • You will use a range of quantitative and qualitative information to prioritise changes, putting users firmly at the heart of our design.
  • You will be responsible for strategic and tactical product decisions, using data combined with your knowledge of user needs and business goals to frame problems and set priorities for the delivery team.

Roles & Responsibilities

  • Own the vision for the product, working with stakeholders to ensure strategic fit and engaging the development team to maintain alignment and buy in.
  • Develop the product strategy and manage the product roadmap as well as prioritising the product backlog through a range of techniques to maximise value and return on investment.
  • Identify and communicate user needs and stakeholder requirements to the development and delivery team.
  • Define product goals and metrics, monitoring performance against outcomes.
  • Manage, influence and negotiate stakeholder relationships and communicate progress and achievements, championing the product within the department.
  • Ensure the product is developed to an appropriate level of quality.
  • Support the professional development of Digital capability in your team.
  • Be an active participant in the Product Management Community.

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

Salary Information

Salary for this role is from Min £55,149 – Max £65,950.

Our offer to successful candidates will be based on an assessment of your skills and experience as demonstrated at interview.

Existing Civil Servants who secure a new role on lateral transfer should maintain their current salary.

Existing Civil Servants who gain promotion may move to the bottom of the next grade pay scale or 10% increase in salary whichever would be the greater.

Selection process details

Stage 1: Application

Your application will consist of three parts:

1. A Personal Details application form.

2. Your employment history detailing your responsibilities, skills, accomplishments, plus your qualifications and relevant training. Please copy this information into the box field provided.

3. Personal statement up to 750 words.

When giving details in your employment history and personal statement you should highlight your experience in line with essential criteria below:

  • Experience of working across department or functional boundaries. Able to communicate vision and generate stakeholder buy-in.
  • Experience of working alongside users, articulating their needs and communicating this across the relevant stakeholder and team.
  • Ability to make effective decisions with incomplete information using a variety of techniques.
  • Ability to prioritise backlogs based on user needs, business values and expected return on investment.
  • Experience of creating and communicating a product roadmap and acting upon challenge from stakeholders.

The sift panel will use the information in your employment history and personal statement to assess your experience, skills and knowledge against the essential criteria above.

Stage 2: Interview

If you’re successful at sift stage you will be invited to a video interview via Microsoft Teams. There, you will be assessed against the experiences listed in the essential criteria.

You will be asked to do a short (5 minutes) presentation on a specific topic. Further details will be provided to candidates invited to interview.

Interviews will take place from mid June. Interview dates to be confirmed.
