Governance & Resource Management Group / Financial Analysis, Reporting & Management Division / Accounting and Frameworks BranchExecutive Level 2 ($149,239 - $175,700) | Ongoing & Non-ongoing | Full-time & Part-timeCanberra, ACTABOUT THE DIVISION AND BRANCHESA role in Financial Analysis, Reporting and Management (FARM) presents an exciting opportunity to be part of a team at the forefront of shaping financial management and accounting policy advice to the Australian Government including on its multibillion dollar superannuation and investment funds and the management of the Commonwealth's Official Public Account (the Commonwealth's central bank account). Our work is performed across the following three branches:Accounting and Frameworks BranchThe Accounting and Frameworks Branch is responsible for supporting Commonwealth entities to meet their statutory budgetary and financial reporting obligations, including responsibility for updating legislative instruments, frameworks, and providing guidance materials and accounting related technical advice to support Commonwealth reporting entities to prepare their annual financial statements. The Branch drives the accounting and finance profession across the Australian Public Service (APS), focusing on recruitment, attraction, talent and professional development for accounting and finance professionals. The Branch provides stewardship of the accounting and finance profession across the APS, manages the financial arrangements for Commonwealth superannuation schemes and the investment/asset funds, and advises on charging for government products and services.Estimates and Reporting BranchThe Estimates and Reporting Branch is responsible for the preparation of and advice to the Finance Minister and Government on whole-of-government financial statements and other financial information for all annual estimates and actuals updates, including for budget publications. The Branch also produces the annual Consolidated Financial Statements and the Australian Government's General Government Sector Monthly Financial Statements and provides advice on the Australian Bureau of Statistics' Government Finance Statistics.Financial Management BranchThe Financial Management Branch is responsible for appropriation management including arranging annual and special appropriations and maintaining of their records, Commonwealth Cash Management, provision of advice and oversight on appropriations and retainable receipts, foreign exchange risk management, coordination of the development of Budget Paper No. 4, and provision of advice and support for Machinery of Government Changes and the Financial Framework (Supplementary Powers) Act 1997.ABOUT THE OPPORTUNITYThe Director position reports directly to the First Assistant Secretary, Financial Analysis, Reporting and Management Division. The successful candidate will be required to work across the Department, and at a whole-of-government level playing a crucial role in supporting the Budget and whole-of-government financial reporting, and ensuring accurate financial reporting and compliance with accounting standards and regulations. This includes activities to:support the delivery of the Budget and whole-of-government financial reporting, including the Consolidated Financial Statements, Monthly Financial Statements and Final Budget Outcome.perform, support and analyse complex financial consolidations to comply with both the Australian Bureau of Statistics' accrual Government Finance Statistics and Australian Accounting Standards (AAS).stay abreast of and provide advice on evolving accounting standards including International Financial Reporting Standards (IFRS) and AAS.analyse, interpret and lead implementation of any new AAS, including conducting research, assessing their impact across government and providing training and support.lead engagement with internal and external stakeholders for providing advice on accounting treatment for complex events or transactions such as government investments, machinery of government changes and consolidation of Government Accounts and Budgets.lead timely, well-reasoned and authoritative submissions to standard setters and professional accounting and other bodies on major accounting and public financial reporting matters.identify and assess new technology opportunities to create efficiencies and effective new processes/systems and tools/products.DETAILED VACANCY INFORMATIONFor detailed information about this role, including the job specific capabilities, please refer to the downloadable vacancy pack, which can be accessed by clicking the hyperlink at the bottom of this page.ELIGIBILITY ADVICE & CANDIDATE NOTESUnder section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack. Roles may be offered as either ongoing or non-ongoing subject to operational requirements. Where a non-ongoing position is offered, the role will be filled for a specified term of up to 12 months.
