Quality Officer
Reporting to Development Manager
Broad purpose of the post –
We have an exciting opportunity for a Quality Officer to join our team and help us achieve our ambitious development plans and support us in delivering our aim of 1,300 new homes. The role will play a key part in ensuring all our homes are high quality and meet legislative and contractual requirements, including WDQR. The successful candidate will oversee new build construction and refurbishment schemes and review quality issues that may arise, as well as using your knowledge and experience to inform new designs and specifications. The ideal candidate will have excellent interpersonal skills, with an eye for detail and the ability to drive schemes to completion.
Key Accountabilities
- To undertake regular site inspections to monitor that work is being done in accordance with the contract requirements and associated documentation.
- To ensure site records and all documentation is recorded appropriately.
- To issue directions to contractors as appropriate.
- To liaise with contractors, United Welsh staff, consultants and residents, and report to the Project Manager as necessary.
- To attend site progress and any related contract meetings.
- Inspect works in progress and on completion to monitor compliance with the contract requirements.
- To prepare snag lists, monitor variations, and maintain appropriate records of the works undertaken.
- To co-ordinate and assist with project handovers, ensuring that all documentation and appropriate certification is in place.
- To monitor and record the programme of the build contract works and report any delays to the Project Manager.
- To advise on defects arising within the defect liability period, or any identified latent defects including liaison with contractors, structural insurers and statutory authorities, as appropriate.
- To undertake ‘end of defects period’ inspections and prepare and circulate defect lists for action, and monitoring completion of defects and advising relevant Project Manager once complete.
- To ensure the infrastructure works are completed and adoption of the respective works are finalised with the statutory authorities accordingly.
Personal Requirements
Essential Criteria
- A thorough knowledge of building construction, types of procurement and contracting and surveying procedures, with experience in the Housing Sector and Welsh Government WDQR requirements
- Experience of monitoring the quality and standards of construction.
- Knowledge of the current Building Regulations and Fire Safety Legislation (Wales)
- Knowledge of CDM Regulations and client / design team / principal contractor responsibilities
- Understanding / working knowledge of statutory undertakings, such as SAB, highways agreements and DCWW requirements
- Ability and experience of reading technical drawings.
- Ability to plan and organise workloads effectively.
- Ability to organise and communicate complex information effectively.
- Ability to work well with others, including contractors, consultants, United Welsh staff and residents.
- Frequent travel will be essential for this role, and you will need access to travel for work purposes.
- Satisfactory CRB references.
Desirable Criteria
- A Building Surveying related qualification, minimum HNC in Construction or equivalent.
- Experience in the management of contracts.
- Experience of site management and programming and procedures.
- A member or working towards membership of IoCW or equivalent.
- Construction Skills Certification Scheme.
- Conversant with the National Housing Federation schedule of rates.

Terms and Conditions
Current Salary
Total salary is £41,571 per annum.
