We want every home and business in Scotland to have access to superfast broadband of 30 Megabits per second (Mbps) - this is our Reaching 100% (R100) commitment.
No other part of the UK has matched our commitment - this is unique to Scotland.
R100 will deliver a future-proofed, national fibre network, making Scotland one of the best-connected places anywhere in Europe, and underpinning our future economic growth. In doing so we aim to provide opportunities to all people living in Scotland; create sustainable and inclusive growth while reducing inequalities.
The same principles apply to mobile coverage – especially for rural areas which lack any 4G coverage.
The Digital Connectivity Information Management Team
Data is key to achieving the goals of the Digital Connectivity programme. It aids strategic decision making, builds trust in engagement with the public and stakeholders and provides supporting evidence for briefings to Scottish Ministers and UK Government. Data ensures resources and activities are used effectively and we can measure improvements in access across varied demographics and locations.
We are responsible for managing all broadband and mobile connectivity data used by Scottish Government digital infrastructure deployment programmes.
As a valued member of the team, you will play a key role in ensuring timely, accurate data is available to those who need it in a clear and easy to understand manner.
Adopting Agile methodologies, we typically operate on 2-week sprint cycles. Collaborating with colleagues including the Data Strategy Manager, Geospatial Engineers, and Analyst you will have the opportunity to work on a variety of projects. - balancing development work, core service improvements and user stories.

How will I spend my time?
Working with complex raw data from a range of trusted sources is technically challenging but highly rewarding. Automating and streamlining data processes you be instrumental in bringing sense to this data providing and maintaining an ongoing cloud hosted view of connectivity across Scotland.
The role offers rich learning opportunities including exposure to Cloud Engineering, Source Control, PostgreSQL, and geospatial tools including FME.
After a successful first year in the role, we anticipate you can look back with pride on the impact of your work in improving digital connectivity and access across Scotland. You are owning a key workstream ensuring it is robust, repeatable, and more efficient than before and running in the cloud.
Typically, your core activities will include:
Design, build, monitor, and support data flows to allow the team to continue integrating, analyse and report against national-scale datasets in a relational database environment.- Help implement data flows to compile and present insights into connectivity delivery through the frequent querying of data to answer enquiries from a range of technical and non-technical stakeholders.
- Write ETL scripts and code, ensuring that ETL processes perform optimally
- Re-engineer existing data flows to enable scaling and repeatable use.
- Create engaging data visualisations in business intelligence systems or GIS applications, helping us to communicate key insights to non-technical colleagues

Essential Criteria & Qualifications:

Essential Criteria
1. Proven evidence in undertaking spatial analysis of large and complex datasets using GIS specialist software (e.g., FME, QGIS, ESRI ArcGIS and extensions, etc.) in a high-profile project or programme management environment.
2. Proven evidence of creating automated procedures using a relevant coding language (e.g., SQL, Python) to support data processing and analytical tasks. This includes the handling of data inserts and updates, data types, joins, keys, and functions within a relational database environment.
3. Proven evidence of managing, validating, and analysing reference datasets in a relational database environment (e.g., Microsoft SQL Server, PostgreSQL, Oracle DB).
4. Excellent communication skills, particularly the ability to explain technical concepts to a non-technical audience and to produce clear, high quality analytical output.

Remote Working
We operate a flexible location policy, with a contractual named base in Scotland of Atlantic Quay (Glasgow) or Victoria Quay (Edinburgh).
Currently the team is working on a remote basis typically spending 1 day each fortnight at Atlantic Quay, Glasgow for workshops and team meetings. If preferred, you can of course spend more time working at the base office (or an alternative Scottish Government office subject to availability). Commuting costs to the named base office are not reimbursed.
While Staff are assigned to the base office, there may be a need for travel to other Scottish Government offices/other locations depending on assigned work.

Salary between £33,120 and £37,936.- £5000 Digital (DDaT) Pay Supplement after a 3-month qualifying period ***

*** Digital (DDaT) Pay Supplement:
This post attracts a £5000 DDAT pay supplement after a 3 months DDaT competency qualifying period. Pay supplements are temporary payments and are subject to regular review.
