Job Description

KEY RESULT AREAS/MAIN DUTIES AND RESPONSIBILITIES: Delivery of the Digital Programme Management of interdependencies with other systems and projects, the identification of risks and issues and their effective management, ensuring that existing systems continue to meet the Trust business and clinical requirements. Provide expert technical knowledge relating to IT application systems deployed within the Trust and will be able to communicate complex IT issues to a wide range of staff across the Trust. Make substantial contribution to the development of the IT Strategy with specific responsibility for developing Digital Strategy and associated policies and procedures. Lead a number of Digital workstreams and ensure that the programme deliverables and timescales are consistent with, and fully support, service requirements and changes.

Work with the Senior Management Team to implement the Digital Programme and ensure that the benefits of the investment are realised by providing appropriate support and change programmes. Lead the development of a methodology for system process redesign, ensuring that it is integrated with the Trusts clinical and operational Transformation Programme. The outputs will lead to the identification and prioritisation of the Digital Programme that will add best-value to the Trusts operations and service transformation objectives. Be responsible for managing the assessment of new and emerging Digital technologies, modules and solutions that will enhance patient care across the Trust.

Work closely with managers, clinicians and operational staff to ensure wide understanding of and commitment to, the Trusts Digital strategy and appropriate participation in the associated IT programmes, communicating highly complex issues to large groups of staff. Work closely with the Trust Information Governance Lead to ensure the integrity of new systems and system developments complying with the Trusts systems throughout any development and upgrade cycles and maintain compliance with existing policies and procedures. Take responsibility for developing project change control procedures and ensure that effective change control procedures and documentation are implemented and monitored. Take responsibility for updating the IT Corporate Risk register.

Manage capital and other agreed budgets for the Digital Programme ensuring good financial control and records are maintained at all times. Control Digital Programme Budgets which extend beyond the annual cycle in line with the Trust business plan for projects and programme over 2 -5 years with values in excess of £3 million. Programme Development & Management To analyse business and clinical IT solution requirements, developing business cases and specifying all aspects of IT requirements to meet business and/or clinical needs. To develop comprehensive project plans to ensure the delivery of appropriate IT solutions to meet clinical and/or business needs.

To provide Programme Management, ensuring the coordinated implementation of a number of projects that impact across the Trust. To identify, appraise and manage programme risks. To resolve issues that arise as part of the programme management process, handling complex, sensitive and contentious information in an appropriate manner. To ensure effective stakeholder engagement and communications for managed projects.

To ensure that Trust staff and external suppliers deliver as necessary for projects to meet time, quality and budget targets. To produce progress and expenditure reports as required. To organise and deliver demonstrations and specialist training, as required, in conjunction with the Enterprise Applications Operations Manager and IT Training Team. To prepare and present project updates and progress reviews to senior level meetings across the Trust and to other stakeholder groups as required, maintaining Programme Plans, GANT charts and maps.

To oversee and ensure adequate testing of designated new IT systems. To ensure that the changes required to services as a result of redesign are fully embedded and sustained within the organisation and that project benefits are achieved. Financial Manage expenditure within budget for each financial year, reporting issues to the AD Applications & Programme - Deputy CIO To ensure compliance with Standing Financial Instructions To ensure capital and revenue budget allocation is not exceeded in any one year To manage capital budgets allocated to IT Projects To ensure capital allocation is utilised in year Communication Translate and communicate expert technical advice to non-IT Specialists in a clear, concise and understandable manner. Develop good working relationships and provide specialist advice to colleagues across the Trust.

Develop good working relationships with and provide specialist advice relating to the Digital Programme to senior colleagues across the CCG and across partnership organisations. Develop good working relationships with the service leads and colleagues across all service lines to ensure that the objectives of the Trust are met. Produce update reports and performance reports for the Chief Information Officer, AD Applications & Programme - Deputy CIO and the Executive Leadership Team. Develop good working relationships and agree common approaches with the STP and wider stakeholders and partners.

Develop and maintain good working relationships with the Clinical System Suppliers. Management To take full management responsibility as an IT functional expert, providing leadership, recognising and developing the teams, mentoring, coaching and training them to utilise the strengths to enhance the departments performance and build organisational capability To be responsible for the self-development of skills and competencies through participation in learning and development activities, and to maintain up to date technical and professional knowledge relevant to the post Assessing staff performance against agreed performance standards/objectives and/or competencies at least annually and develop meaningful and achievable personal development plans and objectives Recognise the need to motivate all staff to comply with the relevant Health, Safety and Security processes. Use the knowledge of these processes to lead by example to other staff and live the principles in everything that you do Promote a multidisciplinary approach to working, recognising, utilising and valuing the expertise of other disciplines. Act as a member of the IT Department Senior Leadership Team5.

OTHER RESPONSIBILITIES Management To take management responsibility as part of the IT Senior Team, providing leadership, recognising and developing the teams, mentoring, coaching and training them to utilise the strengths to enhance the departments performance and build organisational capability. To be responsible for the self- development of skills and competencies through participation in learning and development activities, and to maintain up to date technical and professional knowledge relevant to the post Be at the vanguard of understanding on complex emerging technologies and good practices and then facilitate and develop this knowledge across the IT team. Finance You are required to comply with the Trust Standard of Business Conduct policy and the NHS Codes of Conduct and Standards of Business Conduct for NHS Staff and you are required to declare all situations where you (or a close relative or associate) have a controlling interest in a business (such as a private company, public organisation, other NHS organisation or voluntary organisation) or in any other activity which may compete for an NHS contract to supply goods or service to the Trust. Be a part of application procurements as a subject matter expert operating within SFIs ensuring good financial control and records are maintained at all times.

Act as approver for annual leave and timesheets where relevant along with equipment purchases and services.
