The Work You Will Do:

This is a Community Program Manager position in Tallahassee, Fl with the Department of Economic Opportunity working under the Bureau of Community Planning and Growth within the Division of Community Development. This position is responsible for implementing Chapter 163, Part II, Florida Statutes, and the provision of technical assistance to local governments.

The broad goals of community planning are to protect human, environmental, social, and economic resources; and, through orderly growth, to maintain the character and stability of present and future land use and development. Community planning identifies a community's resources, and the long-range community needs and goals. It provides a process for developing community consensus and for local governments to adopt their comprehensive plans.

This position manages daily the Comprehensive Plan processing and functions assigned to the Department under the Community Planning Act and Florida Coastal Management Program to ensure the timely, proper, and effective review of all local plans and plan amendments, and Federal and state permits under Chapter 163, 252 and 380, F.S.

Pay: $51,320.27 - $58,000.08/Annually


Your Specific Responsibilities:

“Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.


This position is specifically responsible implementing state oversight in the five Areas of Critical State Program: Implementing and administering the Community Planning Act (Chapter 163, Part II, Florida Statutes), the Development of Regional Impact Program (Chapter 380, Florida Statutes), interagency coordinated review functions (MPO Transportation Plans, Deepwater Port Master Plans, Campus Master Plans, etc.) and the provision of technical assistance to local governments. The Community Program Manager serves as supervisor to a team of professional planners and plays a leadership role in state planning initiatives. This position requires the highest level of planning expertise and significant supervisory and/or project management experience.


  • Effectively directs and supervises a team of planners in implementing the unit’s programmatic responsibilities. Develops and implements training and mentoring programs, promotes staff career development, and implements all performance evaluation functions. Recruits, interviews, and makes recommendations for hiring all positions within the team.
  • Recommends actions related to the Area of Critical State Concern Program, comprehensive plan and DRI programs.
  • Reviews work and coordinates the review of development orders, building permits, land development regulations, comprehensive plans, and Developments of Regional Impact (DRI) within a professional review team.
  • Directs, trains, and provides technical assistance to local governments and communities.
  • Participates in meetings with elected officials, the public and local government staff to ensure that tasks delineated within the work program are accomplished.
  • Independently analyzes and prepares special work projects as assigned.
  • Develop and carries out efforts related to the repeal of communities designated as an Area of Critical State Concern.
  • Assists in personnel, training, budget, staff development, work program priorities, and other administrative activities.
  • Plays a leadership role in organizing and completing state planning initiatives.
  • Assists the Bureau Chief in coordination of the Department’s programs.
  • Review proposed Community Planning Technical Assistance Grant requests and provide recommendations for awards based upon direction from the Bureau Chief.
  • Prepare or oversee preparation of scopes of work for Community Planning Technical Assistance Grants and coordinate with grantees and Department staff as needed to finalize scopes of work.
  • Review deliverables received from grantees of Community Planning Technical Assistance Grants along with the review and recommendation of the Planning Analyst to determine whether the deliverable meets the requirements of the scope of work in the grant agreement and make a recommendation to the Bureau Chief whether the deliverable is consistent with the scope of work and payment should be made or withheld.

Required Knowledge, Skills, and Abilities:

  • Skilled in conducting research, analyzing findings, and recommending alternative courses of action to policy makers.
  • Advanced knowledge of urban and regional planning concepts.
  • Skill in growth management.
  • Skill in applying and implementing statute and rules as applicable to the Bureau of Community Planning and Growth.
  • Knowledge of management principles and ability to effectively supervise a team of professional staff.
  • Knowledge of the land development process and familiarity with permitting programs.
  • Ability to communicate clearly and effectively both verbally and in writing.
  • Demonstrated interpersonal skills and ability to negotiate effectively.
  • Knowledge of Microsoft Office Suite and ArcGIS.
  • Ability to apply policy and technical planning methodologies, such as population projection techniques and policy evaluation analyses.
  • Ability for critical thinking to solve complex planning problems.
  • Ability to independently exercise sound judgment.
  • Ability to independently direct staff on complex projects involving a team of planners.
  • Ability to coordinate effectively on projects requiring intergovernmental teams.
  • Ability to handle multiple projects and manage time efficiently.
  • Ability to independently provide technical assistance to local governments on complex or contentious growth management problems.
  • Ability to travel and represent the Department on committees and provide effective presentations.
  • Knowledge of personnel rules, including requirements related to recruiting, interviewing, hiring, evaluations, and disciplinary actions.
  • Ability to develop and implement training procedures and promote career development.
  • Ability to manage unit workload and lead project/special initiative teams.
  • Ability to prepare budget estimates and forecast staffing needs.
  • Knowledge of legislative and rulemaking process.
  • Knowledge of intra-departmental programs and interagency statutory relationships and ability to effectively coordinate intergovernmental programs.
