SUMMARY

Housing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). HFH supports the Los Angeles County Homeless Initiative’s recommendations and efforts to address and combat homelessness in the communities within Los Angeles County. Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.

The HFH Interim Housing Program serves individuals with complex health and/or behavioral health conditions who need a higher level of support services than is available in most shelter settings. The program offers temporary housing in a stable environment to assist clients in stabilizing, increasing independence and completing permanent housing goals.

Housing for Health was recently awarded funding from the state to support with addressing the unique needs of people experiencing homelessness in the Skid Row region of Los Angeles. Through collaborations with other county departments and entities that include the Department of Mental Health (DMH), Los Angeles Homeless Services Authority (LAHSA), and Homeless Initiative, HFH will implement a series of strategies that include interim and permanent housing opportunities, training and technical assistance, and enhanced mental/behavioral health services for Skid Row residents.

The Staff Analyst assigned to this role will lead a team focused on interim housing and services for Skid Row. They will build upon existing and create new workflows that will support in implementing the interim housing program in and around Skid Row. They will work collaboratively with other IH senior leadership staff to establish, track, and assess progress on project deliverables, and ensure adherence to program expectations. Ideal candidates will be organized, have knowledge of the landscape of homeless service providers, and needs of Skid Row residents, experience providing supervision of multi-faceted teams, and be flexible to meet the changing needs and demands of this work.


ESSENTIAL FUNCTIONS

  • Directs the planning, development, and implementation of the HFH Interim Housing Program in the Skid Row area of Los Angeles.
  • Acts as team lead in establishing workplans for administrative level staff and tracks their progress in accordance with program deliverables. This includes but is not limited to leading team and on-on-one meetings with staff, assigning tasks/projects, and reviewing project outcomes to assess program success.
  • Liaises with county departments and teams, contracted homeless services providers, and other key stakeholders in Skid Row to support program operations and address systemic challenges and barriers that may impact program implementation.
  • Supports in the onboarding of new staff assigned to Interim Housing Skid Row and other Interim Housing program teams.
  • Facilitates meetings, trainings, and other engagements as it pertains to Interim Housing program operations in Skid Row.
  • Documents and tracks key program deliverables and provides recommendations on potential improvements to Interim Housing program and HFH leadership.
  • Develops tools and resources intended for Interim Housing program and contracted provider teams in supporting and addressing the unique needs of Skid Row residents.
  • Other duties and special projects as assigned.

JOB QUALIFICATIONS

Education/Experience

A Bachelor's degree or higher from an accredited college or university in Public Health, Public Administration, Business Administration, Healthcare Administration, Healthcare Management, Biostatistics, Epidemiology, Social Work, Community Development, Criminal Justice or a related field.

OR

Two (2) year analyzing and making recommendations that address organizational management issues such as planning, program development, project management, budget development, and program evaluation of health and human services for high-risk populations (e.g., homeless, justice-involved, mentally ill, substance use disorder or medically complex).

Certificates/Licenses/Clearances

  • Successful clearing through the Live Scan process with the County of Los Angeles.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Other Skills, Knowledge, and Abilities

  • Experience in leading a team engaged in assisting and providing services to vulnerable populations, e.g., people who are experiencing homelessness or at risk of being homeless
  • Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Skype, Outlook, etc.
  • Able to multi-task and set workload priorities for time sensitive projects/tasks.
  • Ability to problem solve and make recommendations to processes, policies, etc.
  • Able to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner; ability to work within a project team and/or independently.
  • Able to work in a very diverse environment and with diverse individuals.
  • Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.
