Division of Nutrition Support
Job Focus Areas:
This position is located within the Division of Nutrition Support, and reports to the Education Program Consultant 5-A for their assigned programs. The DNS administers approximately $400 million in federal program funds each year to provide benefit to more than 1,000 local sponsoring agencies and more the 10,000 facilities. Annual funding for the program is over $400,000,000 of which over $5,000,000 is dedicated to state administration.
Duties and responsibilities include, but are not limited to the following:
Recommends goals and objectives for the Federal Child Nutrition Programs to the Education Program Consultant 5A. Assists in the implementations of those goals and objectives.
Continuously evaluates the applications/agreements against state and federal requirements, makes revisions as needed and provides training and technical assistance in the implementation of these forms.
Researches, designs, implements and evaluates current and long range plans, rules, regulations, guidelines and policies for the Federal Child Nutrition Programs ; interprets this information to LDOE staff and local Federal Child Nutrition Programs sponsors and participants.
This position schedules training sessions for LDOE staff, local CNP or Federal Child Nutrition Programs sponsors and participants; develops all system’s memos for updating CNP sponsors and participants; serves as authority on the CNP’s for all persons requesting information; participates in and leads the development of conferences, workshops and other training forums for CNP sponsors and participants.
Designs, develops, and pilots programs and research projects on the basis of national/state reports, trends, economic conditions, future needs, research findings, and state and federal legislative or policy developments.
Prepares position statements concerning proposed federal and state legislation related to the program.
Performs additional duties as assigned by Division Director or designated Education Program Specialist 5A.

Candidates that have experience in education and/or work experience in the USDA Child Nutrition Programs are encouraged to apply.
**Note regarding the advertised pay range: The Education Program Consultant series has an established special entrance rate (SER) that is set above the minimum of the pay range and the advertised minimum. The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not the maximum amount we are allowed to pay a new hire.
One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled by job appointment, by probationary new hire, by promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.

Qualifications
MINIMUM QUALIFICATIONS:
Any of the following will qualify:
1. A baccalaureate degree plus two years of professional level experience in teaching or education; or in a public or private sector setting.
2. A master's degree plus one year of professional level experience in teaching or education; or in a public or private sector setting.
3. A master's degree in related field.
PREFERRED QUALIFICATIONS:
1. A Registered dietician.
2. A school nutrition background.
SUBSTITUTIONS:
A master's degree plus thirty graduate hours will substitute for one year of the required experience.
An Educational Specialist Degree will substitute for one year of the required experience.
A Ph.D. or Ed. D will substitute for two years of the required experience.
NOTE:
Advanced degrees will substitute for a maximum of two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.

Assists with development and implementation of all aspects of an educational program affecting populations such as students, teachers, principals, central office personnel, and ancillary/support personnel in the public school systems, special schools, nonpublic schools, public and private colleges and universities, technical colleges, local neglected and delinquent institutions, and state correctional institutions; and individuals from other profit and nonprofit agencies, organizations, and institutions.
Assists in determining program goals and objectives and in the development of plans to effectively implement the specified program.

Assists in the planning, conducting, and evaluation of staff development and in-service training (including national, state, and regional workshops, hearings, conferences) for personnel in the Department of Education, local education agencies, colleges and universities, technical colleges, correctional schools and institutions, as well as churches, civil associations, business and industry groups, special committees and task forces, professional associations and organizations, special interest groups, parents, and other citizens.
Assists in providing technical assistance to local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws, and regulations; and answers questions and assists in the resolution of problems.
