Job summary

Are you interested in helping the farming industry to thrive? Do you have strong analytical skills and want to be involved in producing statistics on the farming sector?

Defra Farming Statistics are responsible for producing official statistics on the agriculture sector to monitor the state of the sector and how it is changing over time. We produce a wide range of bespoke evidence to support farming policy development so we are involved with many different policy areas.

Our evidence is used by a wide range of stakeholders, including UK government, international organisations, the agri-food industry, farmers, academia and the public.

We are looking to fill several analytical roles within the team (and we may have additional roles in the coming months so we may make use of any reserve list from this campaign to fill these posts).

You will be part of the Government Statistical Service producing National and Official Statistics in accordance with the Code of Practice for Statistics.

Job description

The range of work will be dependent on which post you are allocated but in general, the type of work areas you would be responsible for include:

  • Producing in-depth analysis and interpretation of farming data to give insight into trends and the performance of the sector
  • Running surveys with responsibilities for form design, sample specification, validation, analysis and publication
  • Developing survey methodologies and analysis techniques
  • Producing statistical publications and compendium reports to disseminate results to a wide range of users
  • Developing new statistical products (e.g. publications, infographics, dashboards, machine-readable data etc.) to improve access to our data
  • Developing use of modern data analytics (inc. R coding, GitHub, process automation, Cloud data storage) to improve efficiency and transparency in our analyses
  • Researching new sources of data and making better use of existing administrative data

Person specification

You should be well-organised with good attention to detail and you should have experience of delivering high quality work, often to tight timescales.

You should have excellent communication skills, with the ability to clearly explain technical issues and analysis to non-specialists and you should have a collaborative working style.

You need to have a pro-active attitude and a passion for finding innovative ways to improve ways of working.

You should have excellent analytical skills and experience of using analytical software (e.g. Microsoft Excel, Access or R) for data analysis or presentation.

Blended Working

Defra operates a blended working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.

Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending minimum of 40-60% in the workplace, unless exceptional circumstances apply and/or you are a contractual home worker.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Experience and Technical skills.

Online tests

After submission of the first stage of your application, you will be invited to complete a Civil Service Numerical Test. If you successfully pass the test, you will be invited to complete the final stage of the application.

Please complete the online tests as soon as possible (within 24-48 hours is recommended), the closing date for the tests and application is 23:55 on Tuesday 30th May 2023. If you fail to complete the online test before the deadline your application will be withdrawn. Guidance for the test will be available when you are invited to take the test. The tests are administered online and accessed via the CS Jobs website.

Do not leave completing the tests until the last minute in case you experience any access or technical issues. There may not be technical support available after business hours and after 2pm on the closing date of Tuesday 30th May 2023.

While the tests should work on most operating systems and modern browsers with a good internet connection, we cannot guarantee that every combination will work. At the beginning, the test will check which browser you are using, and alert you if it is likely to be incompatible.

Application Process

As part of the application process you will be asked to complete a CV and Personal statement. These will be used to assess the “Experience” element of Success Profiles. Your CV should include your career history and experience and your Personal statement should describe how you meet our requirements for these roles.

You will also need to provide an example of how you meet the “Acquiring Data and Understanding Customer Needs” competency from the GSG framework. This will be used to assess the “Technical” element of Success Profiles.

Sift

Should a large number of applications be received, an initial sift may be conducted using the lead criteria, "Acquiring Data and Understanding Customer Needs". Candidates who pass the initial sift may be progressed to a full sift or progressed straight to interview.

The sift will be conducted w/c 29th May 2023 and interviews will most likely take place w/c 5th June (yet to be confirmed). Interviews will be held online via MS Teams.

Interview

If successful at application stage, you will be invited to interview where you will be assessed on the Behaviour, Technical and Experience elements. You will also be asked to give a 5 minute verbal presentation (the topic of which will be provided prior to interview).

Technical skills

Your technical skills will be assessed against the Higher Statistical Officer level skills detailed in the Government Statistical Group (GSG) competency framework.

Please note that Defra does not pay travel expenses for applicants from Other Government Departments (OGD) or external candidates.

Location

Please be aware that this role(s) will be contractually based in a Defra group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

If you are successful in your application and your base working location is London, please be aware that Defra’s Nobel House Office at 17 Smith Square, London will be closing in December 2023.

This means that Defra new joiners will be located alongside existing colleagues in offices a short distance away from Nobel House in our other office at 2 Marsham St, London.

To work from 2 Marsham Street, you will require the higher level of CTC clearance. Therefore, confirmation of appointment to the advertised post will be dependent upon successful CTC clearance being confirmed as part of pre-employment checks.

Candidates applying for these roles will be based at one of the Defra hubs as advertised.

For information, our core Defra hub locations are:

Merit Lists

Salary

Existing Civil Servants moving on level transfer will retain their current salary or move onto the pay range minimum, whichever is the higher. Staff moving on promotion will have their pay increased by 10% or move onto the pay range minimum, whichever is the higher. As a general rule allowances and supplements will not be recognised.
