JOB PURPOSE

Conexus employs around 130 staff across the 7 Wakefield District Primary Care Networks (PCNs) the majority of which are through the Additional Roles Reimbursement Scheme (ARRs) and have an ambitious plan to increase these roles over the coming 12 months. Each PCN has a business manager who is responsible for the day-to-day management of this resource and the central Conexus team provides financial/payroll support, HR support, corporate governance advice and support. Part of the role will be to work collaboratively with the central teams and PCN Managers to ensure the recruitment and retention plan for ARRS workforce are maximised to its full potential and where appropriate and in line with the postholder’s experience support line managers with workforce related matters.

The main purpose of the incumbent will be to support our PCNs and Conexus to plan, recruit and retain staff in these areas either through direct employment via Conexus or working in partnership with General Practice, secondary care, voluntary organisations etc through sub-contracting or secondment arrangements for example. The postholder will also be responsible for the development of new and innovative recruitment and retention strategies including international recruitment (including the establishment and support for Tier 2 Sponsorship arrangements both within Conexus and across primary care), working with the West Yorkshire Training and Development Hub, across the Integrated Care System and development of a competency assurance approach providing professional supervision for ARRS staff.

ABOUT US

Conexus Healthcare CIC is the Federation for general practice in Wakefield, we have four areas of work.

1. Delivery of high-quality public facing Health and Wellbeing services across the Wakefield District: We develop, manage and deliver health and care services that support the population of the whole Wakefield district

2. Delivery of Training, Development and Consultancy support across the United Kingdom: We

design and deliver a range of training courses, development activity and provide advice and guidance that supports general practices and other primary care organisations.

3. Supporting Our Practices and Primary Care Networks (PCNs): We support general practices and

PCNs across the Wakefield district to be more resilient, sustainable and deliver better patient care and care for the health needs of their populations.

4. Providing a voice and influence for General Practice in the Health and Care System: We provide a forum to develop a unified voice for General Practice and support general practices to cooperate and work collaboratively with the wider health and care sector partners in the district.

Built within primary care, for primary care, Conexus Healthcare CIC works with local GPs and their practices to champion investment in and deliver effective primary care at scale. By connecting in this way, we are stronger, more resilient and can care effectively for over 370,000 local people together.

ROLE SPECIFIC RESPONSIBILITIES

The duties and responsibilities will evolve as we develop our services and the postholder develops their knowledge and understanding of the system but the postholder will be required to undertake the following duties:

Qualifications & Experience

Educated to degree or 3 years’ experience at a senior level within a complex organisation working within the fields of NHS or social care, Human Resources, workforce development or project management - Essential

Master’s level qualification - Desirable

CIPD qualification - Desirable

Experience of leading and implementing projects and change management programmes in partnership with other organisations - Essential

Health and social care change management experience - Desirable

Knowledge of national and local developments across the health and social care sector, including integrating health and social care and new ways of working - Essential

A good understanding of the roles and responsibilities within primary care and primary care networks and the wider NHS workforce - Desirable

Experience of supporting senior leaders in identifying and achieving workforce/resourcing plans - Essential

Experience of financial and or economic modelling - Desirable

Experience of working in partnership with other organisations, building and nurturing relationships in a challenging and multi-stakeholder environment - Essential

Knowledge and understanding of the ARR Scheme and awareness of the limitations and challenges of the scheme - Desirable

Expert knowledge of business/workforce planning and modelling - Essential

Knowledge of the NHS policy environment in relation to primary care at local, regional and national level - Essential

Job Types: Full-time, Part-time, Fixed term contract
