The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
As a Front Line Manager you will:
Work as the principal advisor in the design, development, implementation, and continuing execution of the PM Project Management Office in OLS. Develops formal instructions and provides guidance in the use of and application of PM principles, including development of performance indicators. Develop comprehensive, balanced information and analysis of issues. Major tasks include gathering, reviewing, compiling, extracting, analyzing, benchmarking, and presenting performance and budget data to the OLS management team in order to track completion of plan goals, objectives, and tasks. As required, coordinates and collaborates with business operating division program and project leads and technical staff. Conducts studies as necessary to validate data, collections processes, and trends; communicates findings and recommendations to the management team. Responsible for implementing quantitative and qualitative methods within the scope of the respective project and reporting of results. Responsible for analysis, facilitation, reporting, and providing recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls.
Manage and coordinate efforts to ensure that Project Management Program office is developed and managed using a data- driven focus that sets priorities for improvements aligned to ongoing strategic goals and requirements. Assure that organization-wide initiatives are focused and aligned on improving operational and project efficiencies and effectiveness; participate in organizational strategic planning and provides leadership for project management and development of assigned or matrix staff. Develop project success measures and a system to collect data to analyze and assess performance of processes, programs, initiatives, functions, and organizational capacity.
Prepare and/or coordinate briefings, special reports, and responses to data requests for use by the stakeholders and management team. Provide input to and participates in project or program performance reviews, resource reviews, and other internal/external reviews. Prepares/finalizes reports in written form and may, depending upon their nature, make staff presentations using charts, graphics, and other communication techniques.
Formulate guidance and criteria that govern project/program management functions and process improvement. Prepare directives and provides advice and assistance to staff with respect to development, analysis, and review of issues associated with the program/project/process management. Explain and outline the status of work and proposed assignments and explains deviations as they occur. Advises OLS senior leaders and recommends corrective action.
Perform a full range of first-level supervisory responsibilities. Plan work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develop performance standards and evaluates work performance of subordinates. Give advice, counsel, or instruction to employees on both work and administrative matters. Interview candidates for positions in the unit and recommends selection. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed.

Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of two quality level categories, CAT A/B, CAT C depending on your responses to the online questions, regarding your experience, education, and training related to this position.
