Job Description

Duties

The position is located in the Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia, Office of Community Supervision & Intervention Services (OCSIS), Administrative Support Unit (ASU). OCSIS supervises adults released by the Superior Court for the District of Columbia on probation, those released by the U.S. Parole Commission on parole or supervised release, as well as a smaller number of clients sentenced under Deferred Sentence Agreements (DSA) and Civil Protection Orders (CPOs).

The Program Support Specialist is responsible for a variety of administrative tasks to support the ongoing operations and management of programs of various activities within OCSIS.
The incumbent works under the direction of the Deputy Associate Director of Community Supervision Services.

Plans and coordinates a variety of general office support services in support of the work of an organization, such as maintaining database of employee transfers and the onboarding of new Community Supervision Service employees.

Responds to routine requests for reports from correctional agencies or other criminal justice organizations. Responds to direct requests for information by explaining resources, services, and clerical processes to inquirers or makes referrals to an appropriate staff member.
Assists in coordinating the processing of administrative documents, reports, requests, and
instructions. Compiles community supervision program statistics in accordance with approved
procedures. Drafts portions of supplemental materials to accompany community supervision plans or similar documents.

Provides technical assistance affiliated with program assignments, such as reviewing supporting materials for community supervision plans and suggesting plan improvements. Writes or revises supplemental program materials as required.

Maintains communications with judicial support personnel and other Court staff; and performs related liaison activities with other criminal justice agencies or personnel. Explains resources, services, and administrative processes to inquirers or makes referrals to an appropriate staff member. Responds to requests for reports from correctional agencies and other criminal justice organizations.

Supports specialized office or program functions, such as compiling factual program data from a variety of sources. Prepares program reports, forms, and a variety of referral and case management documents for use by others. Provides and participates on strategic planning as it pertains to program and program assessments ensuring programmatic goals are met and well documented. Makes recommendations to all levels of management in the formulation and development of management tools used in highly specialized programs. Performs the full range of program support duties, such as drafting supporting materials for community supervision plans. Drafts supporting and supplemental materials to accompany community supervision plans or similar documents.

Performs a wide range of analytical, technical, and advisory functions related to the budgetary processes. Assist in tracking and monitoring the budget assigned to program.

Analyzes and evaluates the effectiveness of complex program operations and/or project initiatives aimed at improving business processes and customer service initiatives; and communicating organizational goals with internal and external stakeholders.

Independently conducts research, evaluating and validating specific data for use in complex reports and studies authored by others. Locates, selects, and summarizes data from several sources. Applies thorough knowledge of subject matter and of the techniques and methods characteristic of research work. Conducts research on a variety of agency specific program topics for the purpose of developing both short/long range strategic plans, reports, and informational correspondence. Gathers, assembles, and analyzes facts for accuracy and completeness to ensure consistency with program policies and regulations. Compiles and evaluates information gathered, makes sound judgement and conclusions based on facts. Presents findings from data or research to immediate supervisor and higher-level management via memorandum, PowerPoint presentation, or oral communication. Creates and executes plans of action, performs analytical and evaluative assessments, and prioritizes multiple tasks effectively and efficiently.

Consulting with and advising management officials on program and/or project issues, concerns, and successes. Develops, executes, coordinates, and manages a variety of special projects which require knowledge of agency specific policies, practices, guidelines, confidentiality requirements, etc.

Qualifications

To be hired at the GS-07 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Having administrative and clerical experience performing general administrative office and clerical duties and activities to includes all the following:
  • Managing files or records for an office, department, or organization.
  • Entering data or information into a database software program.
  • Experience providing customer service and/or technical support via telephone, email, and/or instant messaging or using live chat software tools.
  • Demonstrative knowledge of customer service best practices.
  • Creating or preparing forms, reports, memos, letters, producing charts and graphs, and other documents using word processing, spreadsheets, database, or presentations using computers and related software for various applications.
  • Maintaining and ordering supplies.
  • Maintaining a work or office calendar for upper management or high-level executives.
  • Proficient in using Microsoft (MS) Office (specifically MS Word, MS PowerPoint, and MS Excel).
  • Conducting research to find needed information or data using sources as the Internet, organizational manuals, statistical data reports, miscellaneous related reports, or other available resources to obtain valid data or information to create research reports or findings.
  • Understands or comprehends written sentences and paragraphs in work-related documents or instructional materials.
OR

SUBSTITUTION OF EDUCATION FOR GS-07 SPECIALIZED EXPERIENCE: One full year of graduate level education or have a bachelor's degree from an accredited college or university with an accomplishing Superior Academic Achievement (Grade point average of a 2.95 or higher on a 4.0 scale or class standing in the upper third of the graduating class or major subdivision) or membership in a national scholastic honor society may be substituted to meet the specialized experience requirement. Note: Copies of official transcripts and supporting documents to include honor society membership if inducted. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total specialized experience requirements.

  • Using meeting or conference audio and visual software tools (such as Microsoft Teams or Zoom).
  • Demonstrative understanding of basic office protocols and procedures.
  • Creating, designing, or preparing forms, reports, memos, letters, producing charts and graphs, and other documents using word processing, spreadsheets, database, or presentations using computers and related software for various applications.
  • Experience tracking and maintaining the budget of an activity, program, office, or department for an organization, company, or agency.
  • Maintaining and ordering supplies.
  • Maintaining a work or office calendar for upper management or high-level executives.
  • Proficient in using Microsoft (MS) Office (specifically MS Word, MS PowerPoint, and MS Excel).
