Currently, ManTech is seeking a motivated, career and customer-oriented Acquisition Specialist III to join our team in the following locations: National Capitol Region to include Washington DC, Virginia, and Maryland; Tucson, AZ; and Selfridge Air National Guard Base, MI. Our team supports a government acquisition organization comprised of a multi-disciplinary, integrated team of Government and contractor personnel executing multiple, complex national border security projects. Through systems acquisition and fielding activities, projects we support impact leadership decision making regarding operational mission resource allocations, appropriate border security responses, and successful implementation of national border security priorities.
Responsibilities include but are not limited to:
- Supports the management of program plans, task trackers, and schedules that comply with the program's Performance Work Statement (PWS), Statement of Objectives (SOO) or Statement of Work (SOW), and Work Breakdown Structure (WBS).
- Support the development and maintenance of Program Management Plans, Spend Plans, Integrated Master Plans (IMP), and Integrated Master Schedules (IMS).
- Assist in tracking project cost, schedule, and technical performance and support project priorities.
- Assist program stakeholders in establishing and monitoring the program’s progress towards milestones, key events, and significant accomplishment criteria, and recommend strategies for organizational development, allocating tasks to organizational elements, defining key processes, and acquisition workforce development.
- Assist in the development of RFPs and the assessment of associated proposals including developing, reviewing, and providing technical inputs on contractual documentation such as PWS, SOO, technical instructions, and scope of work revisions, and evaluation of contracted System Developer’s responses for feasibility and completeness.
- Assist with coordinating and establishing the agenda and entrance/exit criteria for program/project meetings including Integrated Baseline Reviews, Program Management Reviews, In-Progress Reviews, and other key technical interchange meetings.
- Report information on the status of task order projects, along with any associated modifications and evaluate the contracted System Developer’s execution against the established performance measurement baseline metrics.
- Document issues and action items.
- Publish meeting minutes and develop briefings to communicate project status.
- Supports the organization, management, and control of all current and historical program management-related documents and artifacts.
- Provides direct supervision to the Acquisition Specialists I and II and receives direction from the Acquisition Specialist IV.
Basic Qualifications:
- A master's degree. In lieu of a master’s degree, you must have a bachelor's degree and 8yrs of related work experience -OR- a High School Diploma and 12yrs of related work experience
- A current certification in Project Management from a recognized credentialing agency (e.g., Project Management Professional (PMP) and/or Program Management Professional (PgMP) from the Project Management Institute (PMI) or DHS Level II or III FAC/PM certification (or equivalent training and experience) or Defense Acquisition University Level II or III Program Management certification (or equivalent training and experience).
- A minimum of 10yrs of related experience
- In-depth knowledge and understanding of Federal acquisition practices and acquisition management standard requirements, including that of DHS Acquisition Directive (AD) 102-01.
Preferred Qualifications:
- Major Federal system acquisition program management office experience.
- Advanced skills in Microsoft Office Suite, Project, and/or SharePoint.
Clearance Requirements:
- Must be a US Citizen and be able to obtain a Customs and Border Protection Public Trust suitability determination.
Physical Requirements:
- Must be able to be in a stationary position more than 50% of the time
- Must be able to communicate, converse, and exchange information with peers and senior personnel
- Constantly operates a computer and other office productivity machinery, such as a computer
- The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
The projected compensation range for this position is $113,300-$157,659. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
