Named among Canada's Top 100 Employers, BC's Top Employers, and Canada's Greenest Employers, the City of Vancouver seeks colleagues who can help shape and embody our core commitments to sustainability, reconciliation, equity and outstanding quality of life for all residents.Consider joining our committed team of staff and being part of an innovative, inclusive and rewarding workplace.Main Purpose and FunctionThis exempt position is primarily responsible for ensuring a high standard of professionalism and service in support of the City of Vancouver’s on-street Parking Meter Program, which encompasses the operational activities surrounding collection of revenue, installing, maintaining and removing the City’s parking meters and paystations, which serve approximately 11,000 parking metered spaces.Specific Duties and ResponsibilitiesThis position is fully onsite and requires a 8.5hr workday (+ 30 min break). Working closely with and as part of the leadership team, the Superintendent I is responsible for: leading and directing the work of two (2) Parking Operations Supervisors, two (2) Engineering Assistants III’s, and indirectly, 15-20 Frontline Staff. Clearly communicates job expectations; hires, trains, conducts performance management and participates in labour relations (including preparing and representing the employer in the grievance process). Superintendents are responsible for the Occupational Health and Safety of their team, ensure staff adhere to all regulatory obligations, safety procedures and Branch policies, including managing crew audits to ensure compliance with safety, security, and quality standards. Superintendents ensure staff understanding of City and Branch strategic goals and objectives and enable staff to achieve them via regular communication, engagement and guidance.Program responsibilities include: developing and implementing process improvements to optimize efficiency; planning various work programs (including managing and reporting on assets and equipment); establishing work schedules, procedures and coordinated activities with other work units; building relationships with stakeholders to improve service levels and increase customer satisfaction; conducting job costing and procurement activities – including vendor relationships; and managing program budgets. Key expectations are ensuring the needs of internal and external customers are met and creating purpose and direction for their team.. The Superintendent I also participates in key City projects that impact parking, as well as creating, analyzing, managing and reporting on program metrics to initiate and ensure successful completion of projects and/or process improvements.As a confident and experienced communicator, the Superintendent I participates in and often times represents the Branch in various meetings relating to their work which involves liaising with the public, internal departments and outside agencies.This leadership position requires our managers to model and encourage team work and productivity, as well as responsibility for creating a positive working environment by building and supporting effective, inclusive and respectful relationships with staff, colleagues and the public.Qualifications:Education and experience:Completion of Grade 12 supplemented by technical courses or Diploma or Degree studies in business or Operations management / administration or the equivalent combination of training, education and experience.Considerable Operational Leadership experience managing staff in a unionized environment.Experience in Parking OperationsIndustry experience related to managing staff and crew deploymentExperience with operational budget management and reporting is essentialExperience in project management is an assetExperience in procurement of equipment is an assetKnowledge, Skills and Abilities:Demonstrated ability to; develop and deploy effective strategies to managing staff and deploying crewStrong analytical skills for process review and ability to initiate independent recommendations to improve branch efficienciesInnovative thinking with the ability to be open to, initiate and successfully manage change through the application of change management principlesAbility to work independently, with good independent judgementDemonstrated ability to produce and analyze operational metricsAbility to create and present reports to senior management, City staff and outside agenciesSound knowledge of safety procedures, WorkSafe Occupational Health & Safety Regulations, committee responsibilitiesAbility to address labour relations issues, including preparing for and representing the employer in grievance proceedings.Ability to manage staff attendance and performance management including training and developmentDemonstrated sound, positive written and verbal communication skillsDemonstrated excellence in interpersonal skills to support interfacing with the public, inter-branch and outside agencies/companies.Ability to work cooperatively and professionally within a team environmentExcellent computer skills and proficiency with MS Office is essentialExcellent organizational and time management skillsKnowledge of SAP, WebCycle, SpendDynamics and Hansen, as well as knowledge of Engineering’s FORM 1 approval process is an assetPlease note that this position requires your consent to a Police Record Check.A current and valid Class 5 BC Driver’s License or higher and a satisfactory driver record are required. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities.This position is NOT eligible to work remotely. It is fully in-person / on site. This is a 10 hour a day operation / 363 days a year (closed Christmas and New Year’s). You must be flexible to work either Saturday or Sunday and some Stat holidays.
