Job Description

Play a pivotal role in the upcoming 2025 Edmonton Election!The Edmonton Election is a large-scale, multi-stakeholder, complex, and highly legislated civic project that occurs every four years with very tight and legislated timelines. The Edmonton Election enables Edmontonians to vote for Mayor and Council and Edmonton Public or Edmonton Catholic school board trustees. The Project Lead, Permanent Electors Register will oversee a critical new operational area for the 2025 election by developing and maintaining a mandatory Permanent Electors Register. Responsibilities include implementing data systems, establishing voting station procedures, ensuring data sharing with Elections Alberta, conducting a Privacy Impact Assessment, and supervising a team to manage voter registration processes and post-election data updates.What will you do?Collaborate with the Voting Technology team to enhance the Elections Logistics Management System (ELMS) module, ensuring it supports a voter registration period, integrates smoothly with voting station processes and facilitates secure data transfer with Elections AlbertaLead the privacy impact assessment for the new ELMS module, ensuring compliance with legal requirements regarding the management of personal information throughout its lifecycle, and share findings with Elections Alberta. Additionally, collaborate with the Manager to propose a long-term strategy for maintaining and managing the register beyond the election project cycleLead the planning, procedure development and operational implementation of a voter registration period to ensure the Permanent Electors Register is current before voting commences, including necessary data reconciliationDevelop processes and resources for voter registration during Special Ballots, Advance Vote and Election Day, collaborating with Voting Technology and People Management to integrate the register into voting station procedures, assessing options like real-time strike off using tablets or laptops, paper copies, and evaluating efficiency, cost and data securityCoordinate with Election Strategy and People Management for voting station roles and training integration, and collaborate with Planning and Operations for seamless integration with ballot planning and count processesCollaborate with various project streams to enhance the permanent electors register module within ELMS, ensuring it meets legislative compliance standards and security requirements for the 2025 Election and future elections. This includes integration with Elections Alberta systemsPartner with the Manager to establish a data sharing agreement with Elections Alberta that adheres to regulatory requirements such as the Local Authorities Election Act (LAEA) and Freedom of Information and Protection of Privacy Act (FOIP), ensuring lawful and secure information exchangeImplement systems to manage post-Advance Vote reconciliation of the register (voter strike off) before Election Day, facilitating accurate voter data management throughout the electoral processSupervise a team, overseeing hiring, training, setting role expectations, providing guidance and coaching, and performance evaluation to ensure effective team operationEmpower staff with the necessary skills and competencies, ensuring they feel equipped for their roles; assign tasks, review project progress, timelines, and provide feedback and coaching as neededQualificationsAn undergraduate university degree in public administration, political science, business administration, urban planning, human geography or a related field5 years of progressively responsible related experience in a complex and highly legislated environment, including experience with policy, research, analysis, and the implementation of operational project streamsExperience in understanding and applying federal, provincial, and municipal legislation and regulations, e.g., MGA, LAEA, and FOIP Act is requiredAssets:Experience specifically with conducting electionsSpecific experience in human resource or volunteer managementLocal Authority Administration Coursework or Certification (NACLAA I or NACLAA II)Skills required for success:Working knowledge of local government processes, the Municipal Government Act, Local Authorities Election Act, and Freedom of Information & Protection of Privacy ActExcellent communication skills, both written and verbalStrong presentation skills, including the ability to present to leadership for decision and directionProven ability to learn and adapt quickly, in diverse areas such as policy and legislative analysis, business process development, and project managementStrong research and analysis skills including the ability to effectively transfer ideas, concepts and information into effective and efficient strategies and business processesKnowledge of human resources functions, including recruitment, coaching, performance development and management, and conflict resolutionExperience scheduling and supervising operational teamsSolid understanding of customer service and the ability to work with a diverse range of people in a helpful and positive mannerAble to work under pressure and meet strict statutory deadlines, and sometimes stressful environmentAlignment to our Cultural Commitments and Leadership Competencies () * Embracing a culture of equity, diversity, reconciliation and inclusionWork Environment:Note: This position ​may be eligible for a hybrid work arrangement ​with ​the flexibility to work from both home and the worksite​.Flexibility to occasionally work evenings and weekends is required.The City of Edmonton values applicants with a diverse range of skills, experiences and competencies, and encourages you to apply.
