The incumbent would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.The position of Real Property Policy and Strategic Advisor offers a unique opportunity to play a significant role in the stewardship and management of the NRC's real property portfolio with traditional portfolio management practices relating to implementation of the NRC's Real Property Management Framework. The Real Property Management framework has an enhanced accountability framework to ensure that accountabilities are strengthened through policy and guidance; and monitoring and reporting for three pillars, allocation and management of space, real property transactions and Information management.The incumbent will be accountable two of these pillars: real property transactions and the management of space. Real property transactions include leases, licenses of occupation, disposals and acquisitions. Management and allocation of space reflects a hybrid workplace and co-occupation models; be maximized to ensure efficiency and cost-effectiveness; and aligned with NRC's strategic directions and program objectivesThe Real Property and Strategic Advisor plays a key role in supporting the NRC's research and development facilities to ensure that the NRC's real property transactions and space management are in alignment with the objectives of the research centres and meet legal, policy and administration obligations.Screening CriteriaApplicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:EducationA Bachelor's degree in a related discipline such as Science, Business and Public Administration.For information on certificates and diplomas issued abroad, please seeExperienceExtensive experience developing real property management frameworks, as well as gathering, analyzing and summarizing data in order to prepare business cases and/or strategic plans for presentation to senior management;Significant experience facilitating effective engagement and coordination among different stakeholders;Significant experience managing a team, provide guidance and evaluating performance;Experience developing new and novel approaches and methods to measure the effectiveness of the real property portfolio.*Significant - 2 to 6 yearsThe following experience might be considered as an asset for this role:Experience working for a science-based company, university science department or science-based Government Department/Agency;Condition of EmploymentReliability StatusLanguage RequirementsBilingual Imperative BBB/BBBAssessment CriteriaCandidates will be assessed on the basis of the following criteria:Technical CompetenciesKnowledge of trends and developments with respect to Real Property portfolio management in science-based organizations, including transactions, accommodations, or policy development and implementation in science-based organization;Ability to prepare business cases and/or strategic plans for presentation to senior management;Solid knowledge of trends and developments in the real estate market including accommodation, space management, appraisals and evaluation;Advanced knowledge of risk management principles and practices.Behavioural CompetenciesManagement services - Communication (Level 4)Management services - Conceptual and analytical ability (Level 4)Management services - Networking (Level 3)Management services - Organizational and environmental awareness (Level 3)Management services - Results orientation (Level 3)Competency Profile(s)For this position, the NRC will evaluate candidates using the following competency profile:CompensationThe intent of this hiring action is to staff this position at the RCO-3 level, which is a mid-career level position with a salary range of $114,753 to $133,853NOTE: Please note that the full has five levels. Salary determination will be based on a review of the candidate's expertise, outcomes and impacts of their previous work experience relative to the requirements of the level.
