Job ID: 43453Job Category: Policy, Planning & ResearchDivision & Section: Transportation Services, Operations MaintenanceWork Location: 2000 Midland AvenueJob Type & Duration: Full-time, Permanent VacancyHourly Rate: $43.58 - $47.75Shift Information: Monday to Friday, 35 hours per weekAffiliation: L79 Full-timeNumber of Positions Open: 1Posting Period: 17-Jul-2024 to 07-Aug-2024Location and Shift Information: Selected candidate may be working in a hybrid work model (i.e. office, home and outdoors) and must be able to travel between locations throughout the City of TorontoMajor Responsibilities:Reporting to Transportation Services management, the Research Analyst 1 will research, compile and analyze data and information necessary for infrastructure management, maintenance and claims against the City.Collects and analyzes information to capture and/or download Transportation asset and survey data from portable hand held devices and transfers to computer system to perform analysis and interpret findings.Maintains and archives Inspection reports and photos related to routine Inspection of Transportation assets and conducts research and compiles reports.Summarizes and reports data and findings by preparing maps, tables, charts, diagrams and graphics.Writes reports, documents findings and prepares supporting data related to Operational efficiencies or deficiencies for annual inspection and repair of Transportation assets and related public complaints and claims, operational efficiencies or deficiencies for Transportation related programs and services.Develops, consolidates and integrates new and existing computer models and applications to store and retrieve data related to Divisional projects and activities.Identifies and monitors information on services provided to forecast problematic areas and needs as they relate to maintenance repairs and claims.Monitors service request/work orders related to Transportation assets for service level priorities and updates 311 knowledge base as required.Analyzes reports, assists Transportation Management in preparing management response and in follow up actions, such as information analysis and interpretation.Maintains communication with various City groups for any structural inspection and/or major rehabilitation of Transportation assets.Uses electronic systems such as TMMS/EWMS and related software in reviewing Service Requests/Work Orders and works directly with staff who attend to repairs and maintenance locations.Prepares briefing notes, abstracts, report summaries and presentation materials using a range of analytical techniques such as spatial, statistical, economic, technical and historical data.Maintains library/catalogue of applicable research data, statistics, books, periodicals and reference material including GIS data and inspection reports, contract information, and GPS data from internal and external sourcesDevelops, maintains and modifies geospatial and relational databases.Collects indexes/catalogues and files, updates, modifies and develops computerized reference system.Attends meetings with staff (internal and external stakeholders); networks with other Divisions, Departments agencies and participates in problem solving. Prepares meeting notes and minutes.Assists other staff in the District operations and acts as liaison between the Divisional Functions groups and Corporate Services.Assists the Superintendent and Supervisors in preparing Tender documents for maintenance contracts.Coordinates and assist in investigations, studies and surveys performed by staff and consultants.Provides research support and prepares background material to address inquiries from other Divisional staff, Councillors, members of the public, consultants and special interest groups on all aspects of Divisional programs and services; documents findings, supporting data, recommendations and theories; circulates data throughout Division.Assists with administrative support and operational duties within the section as requiredConducts research on topics related to existing and future work processes, integrated processes, and identifying functional area roles and responsibilities.Key Qualifications:Your application must describe your qualifications as they relate to:Post-secondary education in Civil Technology, Municipal Infrastructure Transportation, Urban studies or an approved equivalent combination of education and/or experience.Experience in research, data collection (manipulation and visualization), analysis, interpretation of data and writing summaries as related to contract development and/or operations administration using spreadsheets and word processing using Microsoft Office Suite (e.g. Excel, Access, Word and Power Point, Visio).Experience in contract preparation, procurement and payments.Possession of a valid class G Province of Ontario Driver's License and ability to obtain a City of Toronto Drivers Permit if required.You must also have:Ability to research, analyze, interpret and present quantitative and qualitative information on municipal maintenance requirements and/or municipal asset management.Ability to prepare reports pertaining to productivity and performance related topics from a variety of sources.Good communication skills and ability to present research findings.Ability to work individually and in a team environment.Knowledge of road operations levels of service for winter and summer operations.Knowledge of relevant regulations, legislation and policies related to the position, such as minimum maintenance standards, the City of Toronto Act and Occupational Health & Safety Act.Ability to conduct research and compile data summaries related to Transportation Services using related databases such as TMMS/EWMS.Strong analytical and problem solving skills in combination with ability to perform duties under minimal supervision.Excellent organizational skills, including ability to take initiative, work under time constraints and meet deadlines.Excellent interpersonal skills to work cooperatively and professionally with the general public and City staff at all levels.Must have the ability to travel between locations throughout the City of Toronto (field work).NOTE TO INTERNAL FULL-TIME AND PART-TIME CITY OF TORONTO EMPLOYEES:City of Toronto employees must apply to full-time or part-time employment opportunities posted on the City's Internal Job Posting Portal.Equity, Diversity and InclusionThe City is an equal opportunity employer, dedicated to creating a workplace culture of inclusiveness that reflects the diverse residents that we serve.
