BUILDING SERVICES MANAGERDepartment: Community & Economic DevelopmentDivision: Building ServicesPay: GRADE 28: $87,271.69-$130,907.53 Annual Salary ($41.95-$62.93 hourly rate)FLSA Status: Non-Exempt, Full-Time, Eligible for BenefitsGENERAL PURPOSE OF THE BUILDING SERVICES MANAGERThis position plans, directs, manages, and oversee the activities and operations of the Building Services, Code Services, and Business Licensing Divisions, including building construction plan review, building permit issuance, building inspections, code enforcement activity, compliance and citations, and business license issuance, renewals, and compliance. Interacts with the public in person. Receives general administrative direction from the Community and Economic Development Director. Exercises direct supervision over management, supervisory, professional, technical, and clerical staff of the Building Services, Code Services, and Business Licensing Divisions.ESSENTIAL JOB FUNCTIONSSupervise and coordinate the programs and activities of Building Services within the Community and Economic Development Department; coordinate assigned activities with other city departments, divisions, and outside agencies.Supervise and coordinate the Code Services and Business Licensing processes of the city.Assume supervisory responsibility for services and activities of the Building Services, Code Services and Business Licensing Division including building inspections and plans examination, permitting, licensing, and code compliance.Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures recommended within department policy, appropriate service, and staffing levels.Plan, coordinate, and review the work plan for Building Services, Code Services and Business Licensing.Assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.Monitor and assist in the plan review process; monitor the field inspection process, business licenses, and permits staff.Provide or coordinate staff training.Work with employees to correct deficiencies.Participate in the development and administration of the Building Services, Code Services and Business License annual budget.Serve as liaison for the Building Services, Code Services and Business Licensing with other city departments, divisions, and outside agencies.Review staff reports related to building inspection, building code compliance, plan review, code enforcement, and business licensing. Prepare reports for a variety of boards, commissions, committees, and the City Council.Provide responsible staff assistance to the Community and Economic Development Director.Conduct a variety of organizational studies, investigations, and operational studies.Recommend modifications to Building Services, Code Services and Business License programs, policies, and procedures as appropriate.Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of business licenses, building inspections, and plans examination.Respond to and resolve difficult and sensitive citizen inquiries and complaints; perform related duties and responsibilities as required.Demonstrate leadership and ability to generate innovations and efficiencies within the department.Teach and coach employees on how to improve their skill sets and improve their personal productivity.Participate in safety and risk management activities; take action to reduce liability to the city.Attendance and punctuality are essential functions of this position.
