For more information on the work of our Ministry, please visit:The Energy Policy division is responsible for energy, mines, and minerals policy development and program design. It engages with a wide variety of resource development partners including various levels of government, industry, and a wide spectrum of Alberta communities and Indigenous Peoples.The Resource Development Policy Branch under the Energy Policy Division leads sub-surface tenure, royalty, and regulatory policy development across Alberta's upstream subsurface natural resources sectors. The sectors include oil sands, oil and gas, coal, minerals, geothermal, and subsurface injection (i.e. oilfield disposal, and carbon sequestration).Role ResponsibilitiesAre you problem solver who enjoys learning, understanding systems, and identifying areas for improvement? If you are, then this may be a great opportunity to join the team as a Manager, Tenure Policy under the Energy Policy Division.Reporting to the Director, Tenure and Royalty Policy, this position is responsible for leading a team of policy analysts and subject matter experts in the delivery of tenure policies and legislation to support government priorities in the development of sound and robust policy for Alberta's energy and mineral resources. The Manager, Tenure Policy ensures policy support to other internal and external stakeholders, including providing policy interpretation and guidance where applicable, and leads the department's effort in identifying any new policies and regulations and/or amendments to existing policies and legislation in order to deliver effective tenure policies for all commodities. Policy development will require an understanding of legacy systems and an evolving industry landscape.The Manager works closely with the Director, Executive Director, Assistant Deputy Minister and other professions responsible for resource development policies. Working with Integrated Resource Management System (IRMS) partners and other non-IRMS ministries, the Manager promotes integration and alignment among the Government of Alberta (GOA), the Alberta Energy Regulator (AER), other government departments and agencies, external stakeholders and Indigenous peoples.Further to the deliverables outlined above, the Manager Tenure Policy is responsible for:Leading or actively contributing to complex, controversial, politically-sensitive, multi-ministry projects with significant implications for the GOA, industry, other stakeholders, and Indigenous communities.Representing the branch and the department in various meetings and forums, especially those that relate to tenure and royalty policies, regulatory, and liability topics.Supporting unit and branch issues management and corporate initiatives with respect to projects, programs, policies and strategic planning.Anticipating and proactively promoting desired outcomes through solutions and approaches to highly sensitive and rapidly changing strategies by regulatory bodies and stakeholders.Fostering a team atmosphere in achieving the mandate and goals of the unit, branch, division and Ministry.The position must also posses and apply critical communication skills, consultation, and consensus-seeking processes to incorporate the perspectives of industry, community, government, Indigenous peoples, and the public in providing public policy advice and proposals. Recognizes and appreciates others.QualificationsUniversity graduation in a related field (Law, Business, Public policy, Economics, Engineering etc.), supplemented by four(4) years related experience in government policy and issues management.Related experience or education may be considered as an equivalency on a one for one basis.The following will be considered assets:Prior experience working in the energy and minerals industry or related ministries and agenciesExperience interpreting legislation, regulations, and policies related to energy development, tenure and related topics (e.g.Mines and Minerals Act, Responsible Energy Development Act, and all Acts and regulations applicable to responsible energy development and environmental protection across the GOA.etc.) to provide feasible recommendations to Management and executive leadership.Experience working in the public sector or within public sector decision-making processes.Experience working in one or more natural resource development and environmental management sectors as well as in developing or implementing Resource development public policy and legislation.Demonstrated experience in leading, coaching, and managing a team.
