Applicants are encouraged to self-identify on their electronic application.Traffic Signal & Street Light Technologist is responsible for providing technical input and support in relation to the design, day to day operation, upgrade and maintenance of HRM's traffic signal and street light infrastructure.DUTIES AND RESPONSIBILITIES:Provide input and support for design and construction of new traffic signal installations and upgrade of existing traffic signals;Program and review traffic signal timings / coordination patterns and assist with day to day operation and maintenance activities for traffic signal infrastructure;Operates and monitors all aspects of the centralized traffic signal control system, including upgrades / expansion to the system;Assists the supervisor and other departments in assessing requests for changes to traffic signal configurations;Ensures the safe and efficient operation of signalized intersections, signal corridors, and vehicle detection systems and initiates corrective action when required;Completes technical analyses in order to provide recommendations for existing and future traffic signal control and layout;Programs, installs, troubleshoots, upgrades, tests, repairs and maintains all types of traffic signal controllers, vehicle detection systems, signal pre-emption systems (IR and GPS), and various data communication systems (radio, cellular, etc.);Responds to public inquiries concerning traffic signal matters, investigates complaints and provides responses and recommendations for action to be taken;Monitors HRM's central street light system (ITRON) to identify, evaluate, log, and action repairs or corrections and ensure the street light system is kept up to date as new software and infrastructure is installed in the field;Consults with manufacturers, contractors and consultants regarding traffic systems operation;Supports the identification and testing of new technology / products related to traffic signal and street light equipment (e.g. vehicle / bike detection, lighting controls, modems, software, etc.) through Liaison with manufacturers and equipment vendors;Assists with project scoping and planning of various traffic signal, and street light infrastructure projects;Provide input and review for contracts, tenders, standing offers, maintenance agreements and specifications for the Traffic Maintenance section;Undertakes field reviews and testing of traffic signal and street lighting equipment installed by contractors to ensure compliance with HRM standards and guidelines;Assists the Traffic Authority in the preparation of letters related to signal timings for legal and insurance inquiries;QUALIFICATIONSEducation & ExperienceDiploma in Engineering Technology, with emphasis on electrical / electronic systems and controls, traffic control / street lighting systems, communication systems, or equivalent related training and experience;Two years' experience in the field of, traffic signalization, computer programming, or in the design and/or operation of electronic systems;IMSA Level II Traffic Signal certification or the ability to obtain;IMSA Level I Street Lighting certification or the ability to obtain.Technical/Job Specific Knowledge and AbilitiesProficient with MS Office Suite, Adobe, Windows operating systems, various web browsers and customer service software (i.e. Cityworks);High level of knowledge with traffic signal phasing / timing principles, in particular NEMA standards;Highly proficient in programming, testing and troubleshooting various types of traffic signal controllers;Familiarity with principles related to the setup and diagnostics of traffic detection systems including differing hardware, software and equipment;Familiar with setup, diagnostics and testing of various data communication systems;Knowledge of traffic control fundamentals, standards and guidelines (TAC, ITE, IMSA, NEMA, etc.)Working knowledge of the configuration and operation of traffic signal cabinet systems;Knowledge of roadway lighting principles and lighting control / monitoring programs;Knowledge / experience with traffic modelling software for signal timing / phasing assessments (e.g. Synchro)Able to work with initiative and with limited supervision;Good oral and written communications skills;Valid Nova Scotia Driver's License and access to personal vehicle for work purposes;Security Clearance Requirements: Applicants may be required to complete an employment security screening check.Please note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge.
