We recently embarked on an organisational transformation journey, with the purpose to elevate the City’s current good standing in delivering outstanding service to the Cockburn community in a more progressive and contemporary delivery model, to achieve our vision of Cockburn, the best place to be.The City of Cockburn is a nationally recognised leading local government.The PositionThe City is seeking a motivated and qualified Project Manager to function within the Building and Civil Projects Team to lead the delivery of Major and Minor projects across the City.As Project Manager, you will be responsible for planning and delivering Capital Works Program. You will ensure that business goals and capability are achieved with focus on customer satisfaction, cost management, schedule reliability and quality outcomes including:Oversees engineering design and construction of building, road, drainage, earthworks, footpaths and other projects.Manage medium to large size, moderately complex road design and construction under various forms of contact (Mainly open tender) to the approved scope, budget, time and quality. Prepare and manage various contracts including the selection of Tenders, assessment and contract award process.Provides comprehensive engineering technical advice to internal and external customers including consultants and contractor and provides recommendations where appropriate.Review or arrange the review of design and constructability to ensure delivery of the contract scope, budget, time and qualityManage contract grievances, payments, claims, variation and disputes.Undertake delegated contract management duties as appointed e.g. Superintendent’s RepresentativeRepresents the City in relevant external groups and chairs public consultation meetings as necessary.Managing internal and external stakeholders and City staff to the benefit of the project deliverables.Preparing and managing the tender documentation, participate in the evaluation process and selection of Request for Tenders (RFTs).Management of all stages of project delivery including Scope definition, Scope of Works, Design Management and Contract Administration.Review and monitor project progress against approved baseline program.Preparing monthly reports.Review and manage Handover, Commissioning and Transition to Operations during Practical Completion stage.About you:Professional qualifications in Construction, Engineering (Building and/or Civil), Project Management or similar will be highly beneficial.An ability to work effectively as part of a team or independently.Demonstrated experience with proven ability to manage multiple projects.Ability to assemble, lead and influence stakeholders and transient multidisciplinary project teams through excellent communication skills.Leadership skills to guide/lead during design and delivery project stages.Communicating clear objectives and empowering teams accordingly.Preparation of tender documents for procurement of consultants and contractors.Prepare contract documentation and manage the contract tendering process.Proficient in reviewing / assessing construction schedules (MS Projects).Proficient in professional writing / reports, and computer (MS EXCEL, MS WORD, MS Projects) skills.Experienced in administrating contracts during delivery stage.Experience with developing Business Case and Project Management documentation.Solid understanding of Contract Management using AS4000 and/or AS2124 for construction and AS 4122 for consultancy engagements.Significant experience with the design and construction of large and complex infrastructure or asset management projects.Experience in procurement and contract management of large commercial arrangements including the measurement, monitoring and management of contractor performance.Salary: $116, 995 - $123, 944 per annum depending on experience and skills.For further information please contact: Bob McCaughan, Manager, Building Projects on 9411 3681How to apply: Please read the attached position description to ensure a full understanding of the role requirements and selection criteria prior to applying.
