Job Description

Play a pivotal role in the upcoming 2025 Edmonton Election!The Edmonton Election is a large-scale, multi-stakeholder, complex, and highly legislated civic project that occurs every four years with very tight and legislated timelines. The Edmonton Election enables Edmontonians to vote for Mayor and Council and Edmonton Public or Edmonton Catholic school board trustees. The Project Lead, Third Party Advertisers (TPA), Political Parties & Slates will develop compliant processes for TPA Registration, Political Parties, and Slates of Candidates, focusing on efficiency, accessibility, and operational viability under amended legislation. They will lead strategies, resources and engagement efforts with these entities, ensuring Edmonton Elections' neutrality. Additionally, the Project Lead will supervise a team responsible for handling public inquiries, registrations, communications with TPAs, political parties, and slates, and managing complaints, with a focus on addressing complex issues.What will you do?Develop registration systems and procedures for political parties, slates of candidates, and TPAs, including drafting SOPs, legislated forms, and tools for receiving, reviewing and ensuring compliance with electoral legislationCollaborate with the Voting Technology and Communications teams to establish and maintain publicly accessible registries for political parties, slates of candidates, and TPAs, integrating with the Elections Logistics Management System (ELMS), webpage content, and OpenData platformsCoordinate across the Election Planning and Operations and Election Strategy and People Management streams to develop integrations necessary for ballot production post-Nomination Day, and implement a robust complaint management systems for political entities and TPAs, with processes to assess and potentially escalate issues to the Elections Commissioner as requiredDevelop and implement engagement systems for TPAs, ensuring timely escalation of inquiries to the Director and Returning Officer as neededManage interactions with political parties and slates of candidates, establishing responsive systems for public inquiries and ensuring all interactions adhere to Edmonton Elections' nonpartisan roleEstablish systems and procedures to oversee the receipt, review, and reporting of financial reporting and required disclosures to Council and the Elections Commissioner, ensuring compliance with legislative requirementsIdentify and escalate issues with submitted disclosures that may necessitate referral to the Election Commissioner, supporting the development of related reports to Council and managing the receipt and review process of financial reporting and disclosuresSupervise a team, overseeing hiring, training, setting role expectations, providing guidance and coaching, and performance evaluation to ensure effective team operationEmpower staff with the necessary skills and competencies, ensuring they feel equipped for their roles; assign tasks, review project progress, timelines, and provide feedback and coaching as neededQualificationsAn undergraduate university degree in public administration, political science, business administration, urban planning, human geography or a related field5 years of progressively responsible related experience in a complex and highly legislated environment, including experience with policy, research, analysis, and the implementation of operational project streamsExperience in understanding and applying federal, provincial, and municipal legislation and regulations, e.g., MGA, LAEA, and FOIP Act is requiredAssets:Experience specifically with conducting electionsSpecific experience in human resource or volunteer managementLocal Authority Administration Coursework or Certification (NACLAA I or NACLAA II)Skills required for success:Working knowledge of local government processes, the Municipal Government Act, Local Authorities Election Act, and Freedom of Information & Protection of Privacy ActExcellent communication skills, both written and verbalStrong presentation skills, including the ability to present to leadership for decision and directionProven ability to learn and adapt quickly, in diverse areas such as policy and legislative analysis, business process development, and project managementStrong research and analysis skills including the ability to effectively transfer ideas, concepts and information into effective and efficient strategies and business processesKnowledge of human resources functions, including recruitment, coaching, performance development and management, and conflict resolutionExperience scheduling and supervising operational teamsSolid understanding of customer service and the ability to work with a diverse range of people in a helpful and positive mannerAble to work under pressure and meet strict statutory deadlines, and sometimes stressful environmentAlignment to our Cultural Commitments and Leadership Competencies () * Embracing a culture of equity, diversity, reconciliation and inclusionWork Environment:Note: This position ​may be eligible for a hybrid work arrangement ​with ​the flexibility to work from both home and the worksite​.Flexibility to occasionally work evenings and weekends is required.The City of Edmonton values applicants with a diverse range of skills, experiences and competencies, and encourages you to apply.
