OVERVIEW OF THE DEPARTMENT/SECTION

The team is part of MUFG's Global and Corporate Banking Division in EMEA. The department's responsibilities span the Client Coverage role for MUFG's Growth Markets, Portfolio Solutions and Innovative Financing.

Within the Innovative Financing pillar, sits the Climate Finance unit which is responsible for advancing MUFG's Blended Finance products in projects and/or programmes directed at climate mitigation and adaptation activities.

MAIN PURPOSE OF THE ROLE

This role will be responsible for the growing operationalization and implementation of the Blended Finance strategy of the Bank with a focus on the climate finance initiatives being developed. The role will also cover the activities connected with MUFG's role as an Accredited Entity of the Green Climate Fund ("GCF
  • ").
  • This role requires the balancing between high-level, strategic work, partnership development, fundraising, and day-to-day program management and implementation.
  • The role contributes to achieving MUFG
  • 's strategic objectives and increasing private capital mobilization for climate adaptation and mitigation; using a variety of financial instruments including debt, equity, guarantees, technical assistance and programmatic financing.

KEY RESPONSIBILITIES

Performance of MUFG role as GCF's Accredited Entity

  • Lead on all country ownership requirements for new and existing GCF proposals, including relationship with National Designated Authorities and key stakeholders.
  • Engage and maintain close relationship with the operational divisions of the GCF to ensure adherence of proposals with GCF policies, procedures and operations.
  • Provide technical oversight to the development of GCF project concept notes and funding proposals.
  • Support the drafting and/or enhance the quality of investment criteria, budget and procurement plans, and other key aspects of a Funding Proposal.
  • Provide operational support in pipeline development, proposal development and review, and monitoring of all MUFG related GCF projects.
  • Support Project Proponents in developing metrics, standards, and framework to assess, manage, and integrate climate risks into climate projects and climate planning initiatives.
  • Internal liaison with relevant MUFG teams involved in the GCF project cycle.
  • Negotiation of all relevant documentation connected with GCF approved investments (Funded Activity Agreement; Subsidiary Agreement; etc)
  • Review of submitted documentation from Executing Entities throughout project lifecycle (e.g Annual Performance Review)
  • Support MUFG
  • 's re-accreditation and Entity Work Programme processes together with the GCF

Development and Implementation of a Climate Focused Private Debt Fund:

  • Development of a pipeline of eligible financing transactions including marketing and origination together with the eligible Countries.
  • Develop concept notes and presentation materials connected with potential transactions, with focus in the climate rationale and impact of the transaction.
  • Formulating impact management and measurement approaches of identified transactions.
  • Coordination with key external stakeholders including foreign governments, development finance institutions (DFIs), investment banks, multi-lateral organizations, and NGOs
  • Support the negotiation of legal documentation with external stakeholders, including Lending and Fund related documentation.
  • Assist with Fundraising, including preparation of presentation materials; desktop analysis of potential investors; recording and monitoring of investors engagement.
  • Stakeholder analysis and mapping, identifying key entities complimentary to the initiative
  • 's targets. Assist in the design and execution of stakeholder engagement events in the target Countries with the identified stakeholders.
  • Internal processes management including KYC/AML screening; coordination with Legal, Compliance and Operations when relevant.
  • Provide analysis on key aspects of assigned proposals and their alignment with the Fund
  • 's strategic objectives as well as assess the risks.
  • Develop reports on financial parameters and prepare additional reports as needed for PSF leadership review.

Strategy & New Initiatives

  • Support on the structuring and implementation of new blended finance products.
  • Support origination, marketing and structuring of Blended Finance transactions.
  • Support senior team members in the development of materials regarding MUFG
  • 's Blended Finance franchise.
  • Coordination of MUFG
  • 's participation in relevant coalitions, taskforces and/or alliances.
  • Provide input for reports, tools, case studies, etc. for blended finance internal and external materials.
  • Support to internal teams in connection with climate risks and disclosure, where relevant.

WORK EXPERIENCE

Essential:

3-5 years
  • ' experience in climate finance, structured finance, or related fields;
  • Experience or knowledge in the area of climate change (mitigation, adaptation, climate finance and climate policies).
  • Experience in working with Emerging Market jurisdictions.
  • Experience of other areas of international development and environment, including climate narratives and impact methodologies; this role will be expected to provide support to senior team members as necessary.
  • Direct experience of climate finance programs for an international organization.


Preferred:

  • Experience with Green Climate Fund and other concessional/donor capital providers.
  • Experience with Latin America and Caribbean Countries and clients

SKILLS AND EXPERIENCE

Functional / Technical Competencies:

Essential

  • Knowledge of the operational framework and fiduciary standards of international public sector institutions.
  • Understanding of different financial instruments and blended finance; including risk management in sectors and areas relevant for climate change mitigation and adaptation in emerging and developing markets.
  • Knowledge of design, structuring and implementation of climate (mitigation and/or adaptation) projects or programmes.

Education / Qualifications:

Essential

  • Degree in a relevant field (Economics; Business; Environment; Engineering etc) or equivalent qualifications
  • Excellent written and oral communication skills in English

Preferred:

  • Knowledge of French and/or Spanish
