The Geographic Information Science and Analysis Team (GI-SAT) sits within the Data Division of the Digital Directorate. Their vision is one where the Scottish Government uses geospatial data systematically and innovatively to improve outcomes in Scotland: saving time, money and lives.

GI-SAT forms part of the corporate GIS specialism within Scottish Government, providing a dedicated geospatial information support service and robust analytical evidence to support all policy areas within the Scottish Government and the wider Scottish public sector. The team also manage the Public Sector Geospatial Agreement (PSGA) on behalf all Scottish public sector organisations and drive the use of corporate geospatial data, analysis and software ensuring it effectively supports collaboration and strategic decision-making across the organisation and its partners in the wider Scottish public sector.
Responsibilities:
How will you spend your time?

As our GIS Analyst within GI-SAT you will be expected to carry out all types of GIS casework. A strong emphasis will be placed on the ability to undertake intensive geo-statistical and geospatial data creation and analysis, in particular accessibility analysis such as that provided for the Scottish Index of Multiple Deprivation (SIMD). Your role will support evidence based policy making across all business areas of Scottish Government.

Typically, your core activities will include:

  • Undertake complex geospatial analysis and data creation.
  • Carry out mapping and visualisation of geospatial data.
  • Maintain regular updates to core datasets both internally and externally via publication of web services.
  • Develop new data sources and methodologies to support the evidence-based approach to policy making, ensuring data quality, accessibility (web services and API’s) and metadata standards are adhered to.
  • Advise non-technical policy colleagues on the methodology, data sources and processes (and their implications) required for analyses such as those used for the Scottish Index of Multiple Deprivation (SIMD).
  • Advise policy colleagues on the fit between and implications of comparing various geographies in Scotland, particularly in an urban/rural context.
  • Providing ad hoc technical and professional geospatial data advice as well as assisting in the development and support of GIS within other Scottish Government business areas.
  • Work closely with Scottish Government Resilience team to provide GIS Analytical support in the event of national emergencies.

Essential Criteria & Qualifications:
No specific qualifications are required for this post.

Essential Criteria

1. Proven evidence of carrying out complex spatial analysis involving a range of data sources, such as investigating geographic accessibility.
2. Proven evidence of working within a relational database environment (e.g. SQL, PostgreSQL etc) providing spatial data management support (e.g. data loading, quality assurance, transfer, processing, archiving etc)
3. Proven evidence of automation of spatial data management and analytical tasks with a relevant coding language (e.g. Python, R).
4. Proven evidence of publishing and sharing geospatial information and communicating concepts via the publication of web services and applications.

Remote Working

Contractually, the base for this post is Victoria Quay, Leith, Edinburgh. However, Scottish Government core has committed to following a hybrid working pattern until at least 2025. We are willing to discuss options for remote working, although there will occasionally be an expectation to attend in-person team and Divisional events, as required.

While Staff are assigned to the base office, there may be a need for travel to other Scottish Government offices/other locations depending on assigned work.

*** Digital (DDaT) Pay Supplement:

This post attracts a £5000 DDAT pay supplement after a 3 months DDaT competency qualifying period. Pay supplements are temporary payments and are subject to regular review.
