We have a role available in the DWP Employee Transfers Team as a Senior Transfers Consultant.

For this role we’re looking for someone with specialist skills, experience, and knowledge of TUPE and COSoP transfer legislation and procedures, excellent HR and policy knowledge and someone who is confident engaging with senior stakeholders and other HR departments to provide expert advice and guidance.

You will be experienced in influencing colleagues and senior stakeholders, taking ownership for your area of work, using project management and problem-solving skills to provide cost & time effective solutions to Employee Transfer issues, identifying risks and sharing your results with the wider team.

Job description

Our Transfers Consultants are respected Transfers (TUPE/COSoP) subject matter experts. We enable the Department to meet its obligations under TUPE legislation by providing an expert consultancy and support service to DWP colleagues.

We work across DWP with HR Business Partners, Commercial, Government Legal Department, Policy teams, Business areas and Project teams and we collaborate with Other Government Departments and external supplier HR teams.

We focus on providing bespoke support, tailored to the nature of the transfer and provide a smooth transfer experience for transferring employees.

Our Senior Transfers Consultant will manage a small team of Transfer Consultant and Support staff.

You should have relevant knowledge and experience, meticulous attention to detail, strong organisational and leadership skills, excellent written and verbal communication skills, and strong stakeholder influencing skills.

Your responsibilities will include:

  • Leading and managing complex transfers; managing a project, resolving issues, escalating risks, staying organised to ensure deadlines are met, evaluating afterwards to capture lessons learned.
  • Providing expert advice to HR Business Partners and stakeholders, or seeking relevant expertise from Civil Service HR expert team or Legal/ Actuarial teams.
  • Leading on resolution of complex post-transfer queries or issues requiring escalation and identifying any risks and constraints for escalation to the Employee Transfers Lead.
  • Communicating clearly and succinctly to senior leaders, stakeholders and individuals using written, presentational, and verbal skills to get to the heart of issues and challenges or to influence recommendations and proposals.
  • Lead a small team of HEO Consultant and EO Support roles, undertaking line management activities, building the teams’ capability, and showing commitment to inclusivity and wellbeing.

Person specification

Essential Criteria for the role which will be used to assess your application, alongside Success Profiles:

  • Lead Criteria: Demonstrate a good working knowledge of TUPE and COSoP transfer legislation and procedures and relevant experience of working as part of a HR function delivering an employee transfer under TUPE regulations/ COSoP
  • Evidence of investigating complex transfer information, data, and HR policies to inform decisions on people management issues and to influence strategy and service delivery agendas
  • Demonstrate strong communication skills when communicating complex matters clearly and succinctly to a wide range of audiences both verbally and in writing
  • Explain how you quickly establish professional relationships with a range of stakeholders at different seniority levels, influence and negotiate on complex matters, and uphold a positive team spirit, championing inclusive values.

Desirable criteria

  • Relevant professional qualification or knowledge - member or associate member of the Chartered Institute of Personnel and Development (CIPD), willingness to work towards this, or equivalent professional qualification or HR knowledge

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
