Investment plays an important role in the UK economy. It provides a significant contribution to business turnover and job creation across the UK and will be essential in delivering on the government’s wider objectives including levelling-up, clean growth, innovation, and job creation.

The Investment Directorate works to deliver economic growth to all the nations and regions of the UK through attracting and retaining all modes of inward investment. We also deliver major investment events like the Global Investment Summit in October 2021, hosted by Her Majesty The Queen and The Prime Minister.

Job description

Job Description/Key Accountabilities

The PMO Project Manager works with a wide range of internal and cross-government stakeholders and balance different interests. The PMO Project manager provides clarity on key milestones to define what, when and how activities will be organised to ensure the outcomes of a project can be achieved, particularly for assurance and approvals timelines and external governance.

The job holder will be responsible for:

  • Project Planning – Co-ordinate resource and information from within and out of the programme to evaluate and report on managing risks and opportunities and identifying inter-dependencies. Ensure the production and maintenance of key portfolio management documents across the team that integrate with other ITP activities e.g. portfolio delivery plan, resourcing schedule, benefit realisation plans, risk, assurance and external governance.
  • Workforce Planning – Responsible for maintaining and updating the workforce planning database and working with the Finance Manager and SLT to ascertain where resource can be most efficiently placed in the Programme.
  • Stakeholder Management – Ensure that stakeholder responsibilities and needs are understood and addressed in reporting arrangements. Develops peer networks across the department and Whitehall. Create, develop, and manage effective stakeholder relationships across DIT and with relevant stakeholders from across Whitehall
  • Programme Performance & Controls – Monitor and analyse information, reporting progress, slippage and highlighting areas of risk and opportunity. Analyse and report on programme deliverables, interdependencies and activities for executive level needs.
  • Assurance – Leading on all assurance activities within the Programme, for example, Gateway Reviews and monthly Performance dashboards for SLT.
  • Guidance & Support – Responsible for line managing 1x SEO, ensuring that work is appropriately delegated and that the SEO has suitable pieces of work to lead on in order to develop.
  • Governance Reporting – Leading on the Governance and Reporting requirements for all external Governance, including but not limited to Government Internal Audit Agency and Government Major Projects Portfolio requirements. This will involve being the main point of contact for queries, creating action plans and monitoring progress against these action plans.
  • Change Control – Responsible for liaising with workstream leads to ascertain when change control needs to take place e.g. workstream transition to BAU or workstream closedown. Chairing all change control meetings, gaining relevant approvals and logging relevant changes.
  • Risk – liaising with workstreams to capture key risks for escalation and reporting this into appropriate risk documentation, such as Programme Risk Register. Responsible for updating and maintaining risk registers, risk summaries and risk heat maps as well as feeding into Directorate and Departmental level risk registers.

Hybrid working

The role will be based in either Darlington or London. You will be asked to express a location preference during the application process.

Please be aware that this role can only be worked from within the UK and not overseas.

Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.

Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.
