Job Title: Human Resource Officer

ESSENTIAL CRITERIA
Applicants must have:
- Third level qualification in Human Resources or a related discipline (or equivalent),
2 years’ experience in a dedicated generalist Human Resources role
OR
3 years’ experience in the last 5 years in a dedicated generalist Human Resources role.
- Experience of working with Computerised HR systems
- IT literate and competent with all Microsoft office packages
- Experience of managing recruitment and selection process
- Strong employee relations background (experience in
- policy development & implementation to promote good employee relations/staff engagement experience/ advising and guiding managers to correctly manage conflict resolution/ grievances/disciplinary process.
DESIRABLE CRITERIA
- Previous experience of Health & Social Care T&Cs
- CIPD Membership
SKILLS – THESE WILL BE ASSESSED AT INTERVIEW
- Demonstrate a Sound understanding of HR processes and current employment law.
- Excellent interpersonal and communication skills
- Ability to work on own initiative and prioritize workload.
- Sound understanding of Employee Relations evidencing sound working relationships with staff at all levels of the business.
- Experience of producing accurate and timely management information
- Proven ability to lead and manage a team.

JOB DESCRIPTION
POST: Human Resources Officer
LOCATION: Derry / Omagh GP Federation offices
(Ability to work remotely max of 2 days per week)
RESPONSIBLE TO: Deputy Manager
ACCOUNTABLE TO: Western FSU Manager
JOB SUMMARY
The position will be that of Human Resources Officer in the Western Federation Support Unit (WFSU).
The post holder will provide high-quality Human Resource (HR) and employee relations advice and support across the Western FSU geography.
The postholder will act as a first point of contact for all HR-related queries from employees, senior staff, and Board of Directors.
He/she will take the lead in developing the Western FSUs range of Human Resource services to member Federations and be responsible for ensuring appropriate Human Resource governance, reporting systems and policies and procedures are in place to facilitate the rapid growth of the organisations.
Regular travel across the two-member Federation offices will be required with mileage allowance.
KEY DUTIES / RESPONSIBILITES
- Assist in the development, implementation, and evaluation of a Human Resource Strategy inclusive of a Learning & Development plan, to build capacity and equip the Western FSU to achieve its core objectives.
- Support the development of the WFSU’s/member Federations annual business plans and related Key Performance Indicator (KPIs) Is to include information gathering and performance analysis reporting.
- Responsible for the collation and production of performance information dash boards on a range of HR quality indicators as agreed by the Board of Directors.
- Building on existing structures be responsible for an annual review of corporate induction programme and HR mandatory training programmes updating in line with any legislative changes.
- Responsible to ensure any changes to such programmes are communicated effectively and efficiently to all staff.
- In conjunction with line management, support the development and implementation of an annual suite of training and development workshops ensuring resources are available to all staff undertaking such training and development.
- Responsible for the maintenance and development of the HR IT (IRIS Cascade) system ensuring all staff have training on the appropriate level of access and use of the system.
- Oversee the administration of standardised HR documentation.
- Provide support and guidance to managers and directors regarding the correct processes to follow when managing issues such as grievance, discipline, and other performance related matters.
- Provide expert HR advice to senior staff and Directors on a range of HR issues including employment legislation and employee relations matters.
- Coordinate annual Employee Engagement Surveys to gather, analyse and present key employee engagement metrics to senior staff and Directors.
- Assist in the development and implementation of procedures to support the management and monitoring of employee performance and mandatory training requirements.
- Oversee and manage the recruitment and selection process ensuring consistency across the Western FSU geography.
- Fully utilise Iris Cascade to develop and maintain relevant HR trackers in order to provide regular reports and presentations on HR metrics (e.g. turnover/absence rates, leavers feedback etc).
- Work in partnership with Finance staff (payroll) to ensure relevant information (i.e. contractual changes/absence etc) that impact on salary matters is shared in a timely manner.
- Responsible for ensuring the HR section of the Federation website is maintained and updated with accurate and timely information.
- Provide line manager for the HR team including approving annual leave, setting training requirements, facilitating one to one meetings, and a yearly appraisal.
- Work alongside Western FSU/member Federation team members to develop corporate branding, culture of organisation and promotion of Western FSU as an employer of choice.
- Ensure the effective and efficient utilisation of Iris Cascade features, identifying areas for improvement.
- Develop and manage a HR communications plan, ensuring all information shared with staff is standardised, appropriate, timely and recorded.
GOVERNANCE
- Develop and implement a best practice governance framework for HR policies and procedures that ensure compliance with statutory requirements (e.g., returns, surveys and enquiries).
- Represent the Western FSU regionally on the development and implementation of all HR policies and procedures as required.
- Develop and maintain a database to ensure policy/procedure reviews are undertaken in a timely and consistent manner.
- Support senior staff, and Directors to ensure compliance with policies and procedures to include timely communication of all relevant policies and procedures and development of SOPs/flowcharts.
- Maintain Risk Registers in relation to HR for reporting to FSU and member Federation Boards.
- Conduct audits in line with HR processes and activities.
- Assist in developing compliance guidelines as deemed necessary.
- Assist with the development and facilitation of 360 feedback/appraisal mechanisms for senior staff and Directors.
INFORMATION GOVERNANCE
- Advise on Data Protection/GDPR/FOI legislation and assist in the development of policies and procedures to meet requirements.
- Ensure adherence to FSU Data Protection policy in undertaking duties.
- Support the FSU in ensuring compliance with Data Protection/GDPR/FOI policies and procedures.
- Develop and maintain a filing system for both paper and electronic records in compliance with the requirements under DPA (2018) and GDPR.
OTHER
- Continually seek to improve the Human Resource service delivered within the FSU by committing to attend personal development training, demonstrating a team work ethic and embracing change.
- Represent the Western FSU regionally in HR projects/forums where required.
- Lead and take forward the work of task and finish sub-groups as and when required.
- Be proactive in suggesting service improvements to increase accuracy, efficiency, and cost reduction and support organisational development.
- Promote equality of opportunity across the organisation supported by appropriate policies and procedures.
- Quality assure monthly staff indemnity changes to indemnity provider and annual indemnity renewal.
- Direct H&S premises and employer requirements, arranging annual H&S training and conducting risk assessment as and when required.
- Be responsible for estate management across Western FSU premises, linking with Finance Officer re annual PAT testing.
- Actively promote and model the culture, mission, vision, and values of the Western FSU.
All duties must be carried out in compliance with Health and Safety Policy and statutory regulations. The post requires frequent VDU use of up to 3 to 4 hours at a time.

All such records are public records and are accessible to the general public, with limited exceptions, the Environment Information Regulations 2004 and the Data Protection Act 1998 and General Data Protection Regulation (GDPR). Employees are required to be conversant with the organisation’s policy and procedures on records management and to seek advice if in doubt.
