The Information Technology and Transformation Service is looking for an enthusiastic individual to join an energetic and experienced team of developers resopnsible for developing a wide range of innovative systems including mobile apps, modern websites, GIS and IoT.

The successful candidate will have a degree in a relevant discipline, or graduating in 2023, and keen to develop a career in software development. Previous experience desirable but not necessary.

Gwynedd Council operates internally through the medium of Welsh, and offers all its services bilingually. The applicant will be required to reach the linguistic level noted as one of the essential skills in the Person Specification.

Able to maintain a fluent conversation on a number of various everyday subjects, and discuss cases involving the field of work.Able to follow a discussion in Welsh, in Clear Welsh, on familiar matters relating to the post. Able to contribute to the conversation and answer questions.

Reading and Understanding - Intermediate Level

Understand everyday correspondence on familiar issues at work.Understand longer reports in Clear Welsh and be able to pick up the main points. (help may be required with the vocabulary).

Purpose of the post

  • Ensure that the people of Gwynedd are at the heart of everything we do.
  • To work as part of a software development team creating new solutions and supporting existing solutions.
  • For each project ensure that Cyngor Gwynedd’s System Development Methodology is adhered to and that each deliverable is delivered on time, within budget and as per the specification.
  • Working as part of a team pro-actively identify where ICT can be applied to create business efficiencies, opportunities and improved Customer Care.
  • Assist in ensuring the continued operation of the Council’s ICT infrastructure

Responsibility for functions

Main duties

Data/Equipment/Software:

  • Have input into the technical architecture of projects.
  • Provide support for applications of many facets, including problem analysis, resolution and problem avoidance.
  • Liaises with external parties to resolve issues.
  • Ensure all relevant documentation is updated when changes are made to the environment

Decision making, organisation and innovation:

  • Provide technical assistance to others.
  • Provide innovation to show how ICT can improve the Council
  • Responsible for making decisions to ensure that elements of projects are completed on time, in budget and to quality expectations.
  • Manage own highly complex and technical workload to achieve targets.
  • Input into decision making process in terms of product and supplier selection.
  • Able to ensure balance of delivery requirements of project work and adhoc, high pressure support work to ensure the continued availability to the Council’s ICT systems.
  • Input into the business planning process.
  • To contribute to ensuring that performance targets and improvement measures are achieved or surpassed.

Communication:

  • Excellent communication skills in order to communicate with users from across the Council to senior management level.
  • Clearly document user requirements by liaising with users through meetings and workshops.
  • Develop conceptual and technical specifications.
  • Prepare and present end-user training sessions.
  • Represent the ICT department at meetings across the Council and on occasion externally.

Other:

  • Able to problem solve in multiple areas of expertise.
  • May act as a consultant to the business to enhance existing applications and develop new ones.
  • Work on multiple tasks in parallel.
  • Responsible for coding and designing complete applications.
  • Responsible for identifying risks in line with the ICT risk management framework.
  • Responsibility for self-development.
  • Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
  • Operate within the Council’s policies in relation to equal opportunities and equality.
  • Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
  • Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
  • Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
  • Responsibility to report any worry or suspicion that a child or vulnerable adult is being abused

Special circumstances

As the I.T function of the County operates on a 24 hour 7 day a week basis there will be a need from time to time to work unsociable hours and at weekends which will be eligible for payment in line with the County's terms and conditions of employment. Emergency call out etc will be subject to individual negotiation.
