Job summary

This is an exciting opportunity to be part of a team involved with varied and stimulating MOD business, including protection of military capabilities whilst enabling exports that benefit UK prosperity. This post leads on all capability protection aspects of maritime capabilities, supporting Navy Command HQ to develop and deliver Assured Capabilities for operations in the Maritime domain.

Capability Protection is the collective term for activities undertaken to protect the Operational Advantage (Op Adv) [battle-winning edge] and ensure the Freedom of Action (FoA) to acquire the equipment we need and use it as we choose, which are essential for, and integral to, the effectiveness of our military capability. Achieving the necessary protection serves two distinct purposes. Firstly, reducing the risk that capabilities used by UK Armed Forces on operations may be unexpectedly overmatched, due to adversaries having accessed and intrusively analysed them to develop countermeasures or copies. Secondly, realising tangible benefits for UK prosperity by enabling exportability and reducing the chance that capabilities can be replicated for commercial advantage.

The Capability Protection team of 11 is in two parts, Plans and Operations. Its role is to support the development, and implementation, of strategies across Defence and industry to safeguard UK military capability. The principal way of delivering this is by developing, maintaining, and embedding policy and guidance for Capability Protection, as well as advising on industry export license and MOD F680 applications. It represents the views of Capability Owners by providing technical and military advice on these applications, acting to safeguard UK capabilities whilst also maximising exportability.

The team is part of the Strategic Programmes Directorate which is responsible for improving the outcomes from our investment in military capability, including international influence and prosperity objectives. Job description

The Capability Protection (Maritime) post reports to the Assistant Head of Capability Protection (Operations) and leads on advice into Navy Command on Capability Protection, and export controls, advising on all relevant export license and MOD F680 applications for Navy Capability Owners. The post holder also represents Capability Protection at Maritime Capability Boards, amongst others, and supports the wider team in delivering consistent Command-facing advice on Capability Protection.

Person specification

The post holder:
  • Advises and supports Capability Owners about Capability Protection in the Maritime domain, including consideration of the protection needed to enable potential exports.
  • Leads on providing Capability Owners’ technical and military input to all relevant export license and MOD F680 applications to support Government targets.
  • Engages with and supports industry to understand and enable Capability Protection to create pathways to exportability.
  • Acts as the Capability Protection focal point for all Maritime Special Access Programme development and delivery that fall within the Strategic Programmes Special Access Programme Governance Board portfolio.
  • Represents Capability Protection at Maritime Capability Management Boards, amongst others.
  • Convenes stakeholder management boards to develop and direct the implementation of capability protection measures in emerging, novel or innovative capabilities as required.
  • Supports development and embedding of policy and guidance for Capability Protection as part of wider team objectives.
  • Supports the development of International Capability Collaboration initiatives and the associated Capability Protection measures

You will:
  • have a strong understanding of technical/ engineering matters, preferably in the Maritime domain (or transferable knowledge), as well as experience of working with the military;
  • be able to apply previous knowledge to advise on the effective implementation of Capability Protection policies in the Maritime domain;
  • be able to communicate effectively and have the credibility to provide authoritative and influential technical advice relating to the Maritime domain, giving confidence that you can successfully represent Navy Command views in the export control process as well as helping them to incorporate appropriate protective measures;
  • be familiar with wider organisational priorities and understand how they shape our work.

You do not need to have previous knowledge of Capability Protection as training will be provided and, once in post, you will develop an in-depth understanding of it as well as how it is implemented.
