Job description

The UK Border is protected by the Border Protection Squadron as part of National Operations Headquarters, with a fleet of vessels including Offshore Patrol Vessels and smaller Coastal Patrol Vessels. The Squadron is responsible for delivering the maritime enforcement capability and, in so doing, to prevent and disrupt organised crime from exploiting the UK’s territorial waters for illegal purposes including drugs trafficking, illegal immigration and modern slavery. All vessels carry out maritime enforcement, surveillance, security and interception duties in both UK and adjacent international waters.

Operational Support are responsible for supporting functions within Maritime Command which includes the Maritime Technical and Logistics Unit.

The team are responsible for ensuring all assets (Cutters, Coastal Patrol Vessel (CPV), Rigid-Hulled inflatable Boats (RHiBs) and Tactical Water Craft (TWC) are maintained, which includes fleet wide purchases, fleet improvements and major projects. The team provides up and down direction regarding fleet performance and development.

Within this business area, there are three teams:

Procurement & Strategy link closely with the Senior Leadership Team to provide direction across the command about fleet performance and development. This small team will carry out the larger and fleet wide purchases, look at fleet improvements and the new build program.

Stores Team deliver routine stores and logistics. This includes all non-technical procurement and routine procurement from established sources. Goods ordered by the Vessel Management Team will be received and distributed by this team. Their duties also include assurance of processes, H&S and building management. The Stores Team will cover attendance in the store’s facility between office hours Monday to Friday.

Vessel Management Team plan and deliver the routine maintenance of all vessels, including the financial planning. The Vessel Management Team work predominantly office hours Monday to Friday. However, they also cover a significant element of On-call and working away from home to cover ship yard attendance.

The successful candidate will work in the Vessel Management team which sits within the Maritime Technical and Logistics Unit.

Responsibilities

  • Technical Superintendent for designated vessels which may include overseas operations. Maintaining the material aspects and operational availability of the vessels in your charge to meet the requirements of the Maritime Control Centre by arranging and overseeing all in year reactive maintenance and damage repairs. Evaluating defect reports and taking appropriate action.
  • Ensuring the vessels remain certified to all legislative requirements, including Workboat Code (Class 2) or Maritime Coastguard Agency (MCA) Load Line certification.
  • Liaising with the Border Force Maritime finance team and Home Office Commercial Directorate ensuring all related expenditure is compliant. Projecting annual spend, maintenance periods and time frames for all vessels in your charge and auditing contract invoices against agreed and completed works before forward processing to the Senior Officer Vessel Maintenance Team (VMT).
  • Arranging and facilitating all annual maintenance and recertification periods, including visiting shipyards during maintenance periods to oversee quality of workmanship, completion of all contracted works and acceptance as required. This will involve periods working away from home which may involve overnight stays of up to three nights a week on occasion.
  • Identifying and purchasing all engineering stores required for the Cutters, Coastal Patrol Vessel (CPV) including any Fleet vessels to satisfy MB59 requests.
  • Undertaking material assurance visits on an opportunity basis.
  • Monitoring vessel usage and machinery servicing requirements.
  • Arranging storage for vessels surplus to operational requirement.
  • After appropriate training assuming the management of AO and EO grade staff (two maximum) within the Maritime Technical & Logistics Unit (MTLU).
  • Undertaking project work as delegated via the project co-ordinator and colleagues.

This is an evolving role where the job description may vary, covering other responsibilities as and when the need arises. It is based in a stores environment and as such you will be expected to be able to lift and carry heavy boxes.

Occasional additional attendance during evenings and weekends and ‘weekend on call’ will be necessary according to business need and recompensed through Time off in Lieu. Please note that this is a high volume role that requires two full time staff to support the maintenance of Border Force vessels therefore the positions are offered on a full time or job share basis only. The on-call element will be covered in the Maritime Skills Allowance (MSA).

Holding a full valid UK manual drivers licence is essential as the role will involve driving to remote locations and shipyards that are not accessible via public transport.

Please note there is also the requirement to work remotely at shipyards during maintenance periods and to oversee repairs as an assurance process. This can be on an adhoc basis, based against the needs of the business.

Please also note there will be a requirement to sail at sea on all craft across the Command.

Successful candidates will be required to pass a 2 year ENG1 Seafarers Medical with no restrictions.

Maritime Skills Allowance

This role attracts a Maritime Skills Allowance (MSA), ranging from £18,671 to £21,543 depending on skills and qualifications, which will increase on completion of further training and experience. This is reviewed annually. The allowance is in recognition of the skills/qualifications held along with the ability to carry out the Superintendents role across the Border Force vessels. Leadership and Management Higher Officer Apprenticeship

As part of our commitment to your development, following successful recruitment and onboarding, you will be offered the chance to enrol onto our Leadership and Management apprenticeship programme.

This apprenticeship offers you a fantastic opportunity to learn and develop your leadership and management skills while operating in a frontline Border Force environment. Following successful completion of the programme you will gain a nationally recognised qualification.

The Leadership and Management Team Leader Level 3 programme provides practical learning on different leadership styles, organisational cultures, team management models and the importance of personal development.

As part of the apprenticeship enrolment process you will undertake an enhanced eligibility assessment with the programme provider. If following this assessment, it emerges you do not meet eligibility, you will receive comparable Leadership and Management training through an in-house offer.

This Leadership training will enable ultimate recognition of excellence in this area and will be a pre-requisite of being able to compete effectively for higher level roles in Border Force and the Home Office.

About the Apprenticeship

You must have GCSE, or equivalent, Grade C or above in Maths and English or are willing to complete level 2 Maths and English functional skills by the end of the apprenticeship.

The Leadership and Management Apprenticeship programme takes approximately 12 - 18 months to complete.

This is a Level 3 apprenticeship – equivalent to an A Level qualification.

You will spend approximately 20% of your time undertaking off-the-job learning activities, including face-to-face workshops, digital courses, mentoring and job shadowing.

You will undertake an End-Point Assessment (EPA) at the end of the scheme, which you will need to pass in order to complete your apprenticeship.

Appearance

As part of this role you will be required to wear a uniform (which will be provided). Staff must ensure that their uniform is worn correctly, in line with these uniform standards, is kept clean and is well presented. To support this requirement, adequate uniform supplies will be available and issued. Uniformed staff represent their organisation at all times and should ensure that their dress and personal appearance reflects this responsibility.

Tattoos, including henna

A non-offensive visible tattoo is permissible, as long as it is not on the face or on the front or side of the neck (above the collar line). Tattoos behind the ear lobe on the back of the neck are also acceptable within these policy guidelines. You will be required to cover tattoos, when it is seen as appropriate for certain official events, e.g. State Funerals, Opening of Parliament, Remembrance Parades and other Ceremonial events. Under no circumstances should tattoos which could be considered offensive be visible. Examples of these include discriminatory; offensive; undermine political neutrality i.e. rude, lewd, crude, racist, sexist, sectarian, homophobic or violent tattoos.


Hybrid working is an option
