The role
The Director International Government Affairs (IGA) will be an experienced government affairs professional with strong strategic and execution skills above market level working for two key global regions: Australia, Canada, Europe Midsize Markets (ACE MM) and the Intercontinental Region (ICR) with more than 25 markets on four continents.
The Director will work collaboratively across Gilead functions, aggregating and translating Gilead’s therapeutic area policy priorities for HIV, liver, CAR-T and oncology policy for strategies and activities in the ACE MM and ICR regions. Thinking creatively about opportunities to improve patient access and sustain innovation, this person will work to coordinate and align on appropriate policy issues. Experience in commercial, medical or value & access functions is a strong plus.
Leadership
  • Deliver leadership as an active member of Gilead’s Government Affairs team in ACE MM and ICR, co-shaping the business and government affairs strategy and activities
  • Work as a strong partner with leads for ACE MM, ICR GA and their teams and with the global and regional commercial and medical teams on cross-functional opportunities and challenges to drive policy
  • Engage with internal stakeholders working to shape and drive relevant policy debates and legislation in areas of interest for Gilead and meet clearly defined KPIs
  • Work on government affairs issues as an active member of the International and regional Government Affairs Team
Core Tasks and Responsibilities
  • Develop, lead and implement innovative and industry-leading governmental affairs policy, strategy and activities to support the objectives of Gilead in ACE MM and ICR
  • Manage strategies, initiatives, operations, and activities on regional health policy and pharmaceutical policy and legislation for our therapeutic areas and products
  • Partner with internal and external stakeholders and create a positive reputation for Gilead among policymakers in the markets for the purpose of facilitating and enhancing Gilead’s mission
  • Lead our work to shape the external environment with trade associations and industry platforms
  • Work collaboratively and align with other members of the government affairs department as well as other Gilead departments. Ensure that government affairs initiatives and policy objectives are fully aligned with Gilead’s business priorities, and help Gilead identify opportunities to work with policymakers to advance our mission
Requirements
  • Strong executive presence and strategic mindset with ability to command respect through experience and expertise internally and externally
  • Very strong ability to manage very diverse markets, stakeholders, strategies and projects across regions
  • Excellent understanding of the political and business environment in ACE MM and ICR
  • Exceptional level of influencing and managing relationships to develop, implement and deliver the government affairs strategy and plan for ACE MM and ICR
  • In-depth knowledge of healthcare system and key policies (HIV, oncology, liver and COVID-19-therapies) relevant for pharmaceutical market access for highly innovative medicines is essential
  • Strong expertise in shaping value, access and reimbursement policy framework and pharmaceutical budgets
  • Proven ability in delivering successful/favorable policy and advocacy results, requires a strong track record of experience in implementing projects with defined outcomes
  • Extensive experience in the biotechnology or pharmaceutical industries required
  • Strong entrepreneurial skills and sound business judgment and analytical skills required
  • Track record of being a trusted team player as part of a leadership team. Cross-functional collaboration and accountability are key to success in this position
  • Fluent in English
  • Typically requires a BSc or BA degree and with significant prior experience in government, government affairs, public affairs or policy role. A MA or MSc degree or MBA and relevant experience is preferred
