Interim Project Officer - Spatial Planning (Housing) x2 Reference no: Croydon 6823-1
Pay Rate: Up to £45
per hour PAYE, depending on experience
Role Length: This opening assignment is for 6 months
Hybrid with up to 2 days in the office A Project Officer is required to manage and support projects with a focus on the production of the Local Plan and other spatial planning documents and projects on time, to a high quality and to budget, as set out in the Local Plan Programme. This includes the consultation, communication plans and activities needed for continuous engagement of interested parties in the Local Plan and any planning documents. To manage and support projects with a focus on fee-earning for the client in the field of spatial planning. Key responsibilities:
- Reporting on a range of Local Development Documents, Infrastructure Delivery Plan (IDP), masterplans and conservation matters and planning obligations.
- Monitoring so that projects are within available staff and financial resources.
- Producing regular reports on project progress and risks to officer and member meetings.
- Following the Service’s project management methodology and toolkit for delivery of Spatial planning projects.
- Reporting to the assigned project manager in terms of discharging agreed responsibilities.
- Ensuring all project risks and issues are captured.
- Identifying and applying appropriate financial measures of proficiency and progress.
- Monthly monitoring of budget expenditure and assessment of consequent financial risks.
- Obtaining financial approval to activities and projects, in accordance with financial regulations.
- Approval to contracts and payments, in line with procurement and financial regulations.
- Considering the demand for the Local Plan and SPDs against available staff and financial resources.
- Ensuring planning documents meet all appraisal and assessment criteria for environment, sustainability, equalities, and community strategy implications.

- Relevant RTPI approved qualifications, skills, knowledge, and competence in spatial planning to qualify for RTPI membership.
- Eligible for membership of a professional institute closely relevant to spatial planning.
- Comprehensive understanding of current issues & developments affecting planning, regeneration & local government in London.
- Understanding of main central government & development plan policy issues.
- Comprehensive understanding of spatial planning legislation & good appreciation of related legislation, including government legislation.
- General level of political awareness & comprehensive understanding of the operation of local government.
Experience:
- 2 years’ post qualification spatial planning experience.
- Experience of providing a commercial service to fee-paying clients.
- Experience of major and minor issues related to spatial planning in a large, complex organisation.
- Experience of member - officer relations and conduct at public meetings.
- Experience of member level meetings or committees, working to complex constitutional procedures and public meetings.
Skills/Technical skills:
- Display general level of ability in letter & report writing.
- Exhibit a clear & comprehensible writing style in line with Plain English principles.
- Ability to utilise technologies in a planned and programmed manner.
- Basic appreciation of visual and aesthetic concepts.
- Ability to read and scale drawings and appreciation of urban design skills.
- Ability to work under pressure.
- Methodical and attention to detail.
- Logical thinker and ability to analyse and weigh issues.
- Developing ability at working in teams.
- Polite, helpful, and confident.
