The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role
Secondment will be considered for this job role.
The role is due to start June 2023 - for 14 months.
The Information Governance manager's role consists of:
Develop and direct the delivery and convergence of the bilateral information management strategy. Manage the Data Protection service (ensuring the Data Protection Act 2018 is observed), the Management of Police Information (MoPI) service,
the Policy and Procedure service in accordance with Organisational and Stakeholder requirements. Direct and manage the internal data quality audit service to ensure compliance with legal, local and national requirements, oversee, develop and maintain the Records and Evidence Centre.
Provide advice to managers and staff regarding information management, including those at the most senior level in the organisation, to ensure that they are aware of their responsibilities and can take well-informed decisions regarding the management of information.
Key Responsibilities
- Lead Information Governance archive, storage and data quality services, ensuring the preparation and delivery of plans, performance reports and other information as appropriate to the relevant governance boards, Chief officers and police authorities, ensuring the long term plans are reviewed on a regular basis to maintain relevance with the changing environment.
- Responsible for Data Protection function, having oversight of the processing of all requests for information made under the Act.
- Provide managers and officers in Surrey Police with high quality advice on all information management matters.
- To lead a team of Information Governance professionals, with the overall team responsibilities, and manage all People Service needs including recruitment.
- Develop and oversee the implementation of an audit framework and schedule, effectively directing team resources to monitor compliance with all information management standards, highlighting trends and addressing areas of non-compliance and oversee the Force Retention and Disposal Schedule to ensure all legal, MoPI and NPCC Guidance requirements have been applied.
- Maintain an awareness of, and effectively communicate the implications of, policy and legislative changes concerning information management, to ensure that appropriate staff members are aware of their responsibilities, and that the Force responds to such changes appropriately.
- Identify and engage with key stakeholders within the force, in order to shape information governance policy and protocols which balance national standards and requirements with operational need and develop and manage relationships with peers in other Forces and other appropriate organisations including the Information Commissioner Office, to share best practice and drive continuous improvement in information management in the force.
- Promote strong information management practice across the force through promoting the benefits of strong information management to facilitate well-informed decision-making and performance improvement through the good use of information. Develop performance standards and investigate issues.
- Identify, and implement a staff awareness, engagement, and training plan to enable the force to understand the requirements and processes involved in information security and governance. Provide briefings, advice, and guidance to staff at all levels to improve adherence to the standards.
Skills & Experience
Desired Experience:
- Educated to Degree level or equivalent in Business
- Experience in Information Management, or Records Management or experience at senior management level within an information management environment.
- Appropriate qualification or significant relevant experience in relevant discipline, e.g. Information Governance, Data Protection, Information Assurance/Security, MoPI and Policy and Procedures.
- A thorough understanding of the application of legislation and guidance affecting information and records management in the police service (or similar environment) including Freedom of Information Act, Data Protection Act, Human Rights Act, CPIA, MoPI, etc.
- Proven ability in solving problems with solutions that meet stakeholder needs whilst remaining within legal and policy frameworks.
- Proven and well evidenced experience of using, and implementing, an Electronic Document and Records Management System.
- Maintain a high degree of integrity and trust when dealing with sensitive and classified information.
- Familiar with appropriate tools for planning and managing projects and services.
- Proven and well evidenced experience in a supervisory/management capacity within an office environment.
- Understanding of the police culture and ability to assess the impact of information management strategies on front line policing.
- Proven and well evidenced management skills with the ability to provide leadership, develop, motivate and negotiate with people at all levels within the organisation.
- Proven and well evidenced experience of analysing information and using own initiative to solve problems, making reasoned and responsible decisions that consider all the relevant factors and available information.
- Proven and well evidenced experience of planning and prioritising work, monitoring and managing the work and activities of other members of staff and offer suitable advice and guidance whenever this is appropriate.
- Proven and well evidenced experience of producing clear, concise and accurate written records, letters, reports and service level agreements.
- Proven and well evidenced experience of working with, and understanding of, Microsoft products.
- Must be able to achieve and maintain MV Level vetting clearance.
