Regulatory Affairs Manager - Energy Trading Regulation

The Energy Trading Regulatory Affairs & Policy team is the centre of expertise on regulatory and market design knowledge on wholesale energy markets, balancing and capacity markets for both gas and electricity across the UK and Europe, as well as carbon and certificates trading. The team adds value by anticipating regulatory and policy changes and enabling the commercial teams to avoid risk and maximise opportunities originating from regulatory reforms. The team supports Centrica Energy Marketing and Trading (EM&T), the trading arm of Centrica Plc.

We offer an exciting opportunity to be involved in developing EM&T’s policy position on a variety of topics and shaping British and European energy policy and regulation as we move to a decarbonised energy system over the coming years.

As a Regulatory Affairs Manager, you would support our Energy Marketing and Trading (EM&T) business, primarily focussing on GB wholesale power, the balancing market and other flexibility-related regulation, as well as the UK and EU ETS schemes.

You will provide timely, succinct policy and commercial regulation support to the energy trading, origination, asset management and business development teams. You’ll also understand, analyse and interpret the GB electricity market design and trading regulation as well as rules impacting our renewable asset management and optimisation business.

The role location is in our London office, with occasional travel to other UK locations (mainly Windsor), Denmark (Aalborg, Copenhagen), and other locations in the EU as required for external meetings. Flexible working is encouraged, as agreed with the Head of Energy Trading Regulation.

About the Role:

The role requires leading on understanding, analysing and interpreting of power (and gas) regulation in the UK impacting our trading activity, as well as rules impacting our renewables origination and asset optimisation businesses.

The Regulatory Affairs Manager will be expected to:

  • Monitor the relevant regulatory landscape and communicate this effectively to the commercial teams

  • Forge and defend the company’s positions and interests in various internal and external decision-making bodies

  • Pro-actively intervene to change market rules in electricity balancing, wholesale and carbon markets with primary focus in UK and EU

  • Engage with internal stakeholders e.g. originators and Front Office staff on a regular basis to identify and prioritise regulatory reforms that are key to the company interests

  • Collaborate with other support functions e.g. Public Affairs, Legal, Compliance, Risk, Finance, to enable EM&T to maximise its commercial and strategic objectives

  • Complete regulatory due diligence for new deals, business cases and operational readiness for market entry

  • Establish and maintain relationships with key external stakeholders including regulatory authorities, system operators, trading venues, service providers and other parties

  • Represent Centrica’s interests across a range of trade association workstreams, contributing to consultation responses and developing policy positions. On important issues, identify proactive policy positions to advocate directly with national TSOs, regulators and governments

About You:

  • A Regulatory expert with high quality strategic, technical, economics or legal qualification(s) and energy sector experience

  • Relevant experience in the commodities sector would be desirable

  • An excellent understanding of wholesale energy markets, balancing markets, trading, origination and the policy framework within which commercial companies like Centrica EM&T operate

  • In-depth knowledge of UK and European energy and carbon regulations is highly desired

  • Knowledge of UK and EU policy-making processes

  • Knowledge of regulatory frameworks related to market entry and infrastructure access e.g. licensing and balancing rules

  • Proven ability to anticipate and keep abreast of external developments that may influence the evolution of wholesale energy markets

  • Ability to think and act strategically, identifying regulatory risks and opportunities and managing these effectively

  • Ability to synthesise complex technical and regulatory documentation

  • A commercial thinker able to priorities value added activities with demonstrable experience in adding value to commercial initiatives

  • Strong stakeholder management skills: excellent verbal, presentation and reasoning skills adaptable to the audience, ability to build constructive relationships at all levels and excellent analytical and conceptual thinking skills

  • Demonstrable track record of advocating with TSOs, exchanges, regulators and governments to deliver regulatory change to enable commercial opportunities

  • Able to work flexibly, across a wide range of high profile and fast-moving commercial and strategic issues
