Data Platform Services (DPS) within the Chief Digital and Information Officer group (CDIO) function designs, builds and operates the data foundations for all of HMRC’s services at a size and scale larger than most other organisations.

DPS is leading a major transformation programme encompassing technology, capabilities and data services while continuing to deliver high quality and robust services to our internal and external customers. DPS is growing to ensure it can provide the Intelligent Client function that HMRC requires for the future.

As Head of Project Delivery, you will play a key leadership role in this transformation journey, managing a talented team of HMRC employees, contractors and third party suppliers.


The Head of Project Delivery sits within Data Platform Services (DPS) team as part of the Chief Digital and Information Officer group (CDIO) function. DPS builds and operates all of HMRC’s data platforms, and a wide range of advanced data products and services.

DPS is operating in a hybrid cloud environment, building the next generation of data storage, processing and exploitation capabilities leveraging AI.

But it’s not just about the technology, we also need the best people to lead this transformation, working in agile ways, and continuously delivering value for our internal and external customers.

As Head of Project Delivery, you’ll be leading the teams delivering critical projects and deliveries for HMRC. This will be working closely with the Head of Core Products and Head of Intelligence Products to determine interceptions with Platform and Product availability, and providing assurance and an escalation point to enable projects to remain on track.

You’ll also be part of the DPS leadership team, working together to co-ordinate operations and delivery.

Job description

The operating model of DPS is based on delivering Platforms and Products organised around a number of data capabilities, grouped into Product Orientated delivery units (PODs) such as data acquisition, search and risk.

This model allows POD team members to develop data products tailored to a capability type and service, whilst also growing specialist knowledge and skills. It brings together teams that can collaborate and share professional and technical skills within a specific data identity.

Accountabilities

As Head of Project Delivery you will be;

  • Managing a multi-supplier landscape ensuring HMRC gets the best possible outcomes.
  • Simultaneously balancing multiple deliveries that cut across different lines of Business. Understanding how these fit together, managing inter-dependencies, ensuring we get the most from a build once use many approach.
  • Operating and improving governance structures, and ensuring a strategic approach to an extensive array of delivery.
  • Equally at home addressing delivery issues direct with senior supplier teams, or rolling up your sleeves and helping Delivery Leads deliver effective plans.
  • Leading the progress of all DPS Project delivery working closely with the Head of Core Products and Head of Intelligence Products to determine interceptions with Platform and Product availability.
  • Working collaboratively with the Head of Engagement to ensure all stakeholders are kept informed and maximise closer working with CIO groups and customers.
  • A senior point of customer escalation within DPS Delivery.
  • Providing assurance that Projects are on track with hands on experience of recovering deliveries.
  • Anticipating and effectively managing Risks and Issues, including assessing their impact on dependent projects and Programmes and agreeing and implementing “Go to Green” plans
  • Providing constructive challenge in a corporate way when barriers threaten project delivery. Highlighting key risks, issues and dependencies that threaten delivery
  • Providing leadership and direction, build capability and develop an inclusive and motivated team.
  • Working closely with all other members of DPS SLT to deliver.
  • Actively working to reduce bespoke project delivery and focus on assembly and configuration of Products.

Person specification

Essential Criteria;

  • Practical experience of Outcome and Output based delivery contracts.
  • Experience of external supplier management.
  • Solid evidence of managing multiple projects/programmes.
  • Expert in agile delivery.
  • Experience of effectively working through a diverse range of stakeholders, particularly at senior levels, to achieve successful outcomes.
  • Ability to adapt to changing circumstances and priorities in adverse situations, remaining calm, reassuring others to maintain performance.
  • Ready to challenge poor behaviour.
  • Tangible evidence of providing visible and strong leadership and achieving success by: setting clear direction; developing and motivating high performing. teams; fostering a proactive/collaborative environment; and delivering outstanding service / programme delivery performance.
  • The ability to work in an environment of uncertainty and continual change, making decisions and setting direction.
  • Managing a complex portfolio of deliveries within budgets.
  • Extensive experience of identifying risk and implementing mitigation plans.
  • Demonstrate developing new ways of working in a programme or product capacity, particularly when identifying and embedding best practice.
