Fastmarkets was founded in 1913 (as Metal Bulletin) and is a privately held UK-registered company. It is owned by global private equity firm Astorg, a specialist investor in healthcare, software, technology, business services and technology-based industrial companies.
About the Role
Fastmarkets is working through a carve out M&A activity from its previous parent company, Delinian. Fastmarkets has legally separated and are now in the process of selecting, appointing global payrolls, starting with UK, US and Singapore. The team is standing up HR operations and payroll capabilities to cover 550 employees based across 9 countries. Our current jurisdictions include UK, US, Bulgaria, China, Singapore, Belgium, Finland, Brazil and Ukraine.
We are seeking a highly skilled and proactive Global Payroll Specialist with a strong focus on outsourced payroll management to join our diverse and dynamic team as Fastmarkets embarks on the next phase of change, providing opportunity to become the SME in the new payroll system(s) and support the organisation at an important and exciting moment of change.
As the Global Payroll Specialist, you will play a pivotal role in implementing and maintaining payroll processes through outsourced payroll providers across our global operations. Your expertise in payroll management and vendor coordination will ensure accurate and compliant payroll operations while adhering to local regulations and company policies in various countries.
Principle Accountabilities
PRINCIPLE ACCOUNTABILITIES
1. Payroll Implementation and Vendor Management:
Collaborate with internal stakeholders to assess payroll requirements for new entities or countries and select appropriate outsourced payroll providers. Much of this selection process is underway currently and may be completed at point of joining.
Lead the onboarding process for new payroll providers, ensuring seamless integration with existing systems and data transfer for accurate payroll processing. This will be in conjunction with our Tech lead on HRIS and Payroll implementation.
Develop and maintain strong relationships with payroll vendors, serving as the primary point of contact for day-to-day payroll-related inquiries and issue resolution.
Monitor and evaluate the performance of outsourced providers, ensuring they deliver services in accordance with service level agreements (SLAs) and compliance standards.
2. Global Payroll Management:
Oversee the end-to-end, day to day, payroll process through external vendors, ensuring timely and accurate payroll runs for all global entities.
Review and validate payroll inputs, including employee data, benefits, bonuses, and deductions, to ensure accuracy and compliance with local regulations.
Collaborate with Finance and HR teams to address any payroll-related adjustments, tax matters, and employee payroll queries. Point of contact for tax authorities such as HMRC.
Manage payroll escalations to suitable resolution.
Help determine ‘to be’ payroll process ensuring HR Operations and Payroll work in the most efficient and effective method possible to streamline time, effort and accuracy of payroll approvals and amendments.
Develop a combined annual global payroll calendar, including key business cycles.
3. Compliance and Reporting:
Ensure compliance with local payroll regulations, tax laws, and statutory requirements in each country of operation, often via the local outsourced provider and own research.
Coordinate with external providers to prepare and submit payroll tax filings, reports, and remittances accurately and within specified deadlines.
Generate and analyze payroll reports for internal stakeholders and management, providing insights into payroll costs, trends, and discrepancies.
4. Process Improvement and Standardization:
Identify opportunities to standardize and optimize payroll processes globally, ensuring consistency and efficiency across various regions.
Implement best practices and procedures for outsourced payroll management, continually seeking opportunities to enhance payroll operations.
5. Cross-Functional Collaboration:
Partner with internal teams, including Finance, HR, Legal, and IT, to address any payroll-related inquiries and provide support in various payroll-related matters.
Coordinate with external auditors and manage payroll-related audits and reviews as necessary.

- Bachelor's degree in Finance, Accounting, Human Resources, or a related field.
- Proven experience as a Global Payroll Specialist or in a similar role, with hands-on experience in managing payrolls across multiple countries.
- In-depth knowledge of payroll regulations, tax laws, and employment laws in UK and US is required, and knowledge in various other countries is desirable.
- Familiarity with global payroll software and systems.
- Strong analytical skills and attention to detail, with a high level of accuracy in processing and managing payroll data.
- Ability to prioritise and meet tight deadlines in a fast-paced environment.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively across teams and cultures.
- Certified Payroll Professional (CPP) or other relevant certifications are desirable.
- Experience in payroll implementation programmes
