About Homeland Security

The Homeland Security Group (HSG) unites capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats – Terrorism, Cyber, State Threats and Economic Crime. The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.

As part of the Home Office, the role of the Homeland Security Group is to:

  • Support the Home Secretary to develop and implement strategies to keep our people and interests safe and secure
  • Build HMG capabilities to reduce national security risk
  • Reduce volume of, and harm from, economic crime, particularly for the most vulnerable
  • Work in partnership with public and private sectors in the UK and overseas to deliver better outcomes
  • Ensure legitimate economic growth and prosperity

Within the Homeland Security Group, you will join the National Communications Data Service (NCDS). NCDS is accountable for delivering and maintaining centrally provided Communications Data (CD) services to ensure that the CD needed by our user community is available, accessible, and usable. Services will continually evolve to ensure we provide operational value against a backdrop of rapid and constant technical and business change.

Job description

Purpose of the role

As a Senior Product Manager, you will use your knowledge of user needs and business goals to frame and solve problems and set priorities for delivery teams. You will be responsible for the overall vision and quality of the product being delivered sometimes in conjunction with a Lead Product Manager or portfolio/programme director.

You will identify opportunities for improving business outcomes and enhancing benefits, looking to continuously improve the quality, capability and efficiency of your product. You will have the final say on quality and whether something is ready to be released into production. You may be asked either to be responsible for a single, complex, large product, or multiple related products.

In addition, you may line manage, coach and mentor Associate Product Managers and Product Managers, and be involved in recruitment related processes.

Person specification

The role involves the following tasks and responsibilities:

  • Forming the vision for the product(s) you own and engage teams and stakeholders in the development of that vision over time.
  • Leading the production of roadmaps, release plans and lifecycle plans for the delivery and maintenance of the product(s) from inception right the way through to retirement as well as inputting into the departmental wide approach to road mapping/lifecycle planning.
  • Taking a product through its lifecycle (e.g. discovery, alpha, beta, live) including service assessments.
  • Representing users and focus on their needs throughout the delivery process.
  • Leading the prioritisation process for the work that needs to be done by the development team by creating and maintaining a product backlog which balances immediate user needs with the long-term investment in development and overall business benefits.
  • Providing final sign off on any completed functional development prior to the deployment to a production environment for your product(s).
  • Taking the lead in using product or service usage data, and user feedback to devise new ideas for functionality or new ways of working with a continuous improvement mindset and take a lead in promoting such evidence/data driven design across the wider department.
  • Support the Head of Service Operations in developing a responsive ITIL Service Management function with greater integration with ServiceNow.

You will also be expected to carry out the following day to day activities:

  • Ensuring the overall quality of the product is in line with standards including, but not limited to, the Government Digital Service Standard, TDA standards, Technology Code of Practice and Accessibility legislation. Taking a leading role in promoting these standards across the department and government as a whole.
  • Line management responsibilities for lower grade product managers or portfolio staff (annual leave, performance management etc).
  • Taking the lead in keeping people informed about the development of the product(s) and promoting its uptake and usage within the department/by the general public.

Note: You may be required to carry out other duties within the scope of the grade.

Essential Criteria:

You’ll have a demonstrable passion for Product with the following skills or strong experience in:

  • Investigating patterns and trends identify and resolve problems.
  • Working in the delivery of technology-based projects.
  • Budgeting and financial control skills as well as commercial awareness.
  • Communicating using a variety of methods (written reports, verbal feedback, presentations etc.), applying the appropriate method to each scenario/audience, which at this level, will usually be large groups.
  • Leading in promoting the needs of the team, and of the product; understanding how these may vary between the different phases of a product lifecycle.
  • The role will require the line management of two direct reports, the candidate will have line management experience having supported the development of team members.
  • The experience/skills listed above are reflective of the Home Office DDaT Profession Skills and Competency Model (based on the industry standard SFIA framework attached to the job advertisement).

Desirable Criteria:

For this role, the below experience would be beneficial, but is not essential:

  • Recent and strong interpersonal skills with the ability to understand, empathise, negotiate and influence individuals and groups.
  • Identifying and engaging with users and stakeholders to collate evidence and understand and define research which fits user needs.
  • Promoting the use of quantitative and qualitative data about users to turn user focus into outcomes.
  • Being a line manager.
