The Rural Payments Agency (RPA) is an executive agency of the UK Department for Environment, Food and Rural Affairs (Defra), delivering over £2 billion in payments to farmers, traders and landowners each year.

Job description

As a Manager within operational delivery in the RPA, you will be supporting colleagues to deliver excellent service to rural communities by developing and leading people, building an innovative and resilient team and driving the quality of our work and improving performance. You will work flexibly to contribute to the best outcome for the RPA and our customers, meeting the changing demands on our organisation. The skills and requirements of HEOs are similar across our operational areas and training will be provided on all of our systems and tasks.

As HEO Operational Delivery Manager you will:

  • Demonstrate visible leadership and values engaging across your teams
  • Lead your team through change and ensure that changes are understood, acted upon and are embedded into day to day delivery and be personally open to change and working flexibly
  • Closely monitor performance and manage contesting priorities. You will ensure that effective processes are in place and that your teams have a clear understanding of their priorities
  • Support your teams to adapt to changing processes and circumstances and respond to new and emerging priorities flexibly. You will advocate continuous improvement activities
  • Be able to develop collaborative, constructive and professional working relationships with people of all grades in all parts of the RPA and beyond so that you can influence processes, systems and approaches to how we work and how we represent ourselves externally to partners and stakeholders. You will be given responsibilities that directly impact what the RPA and our partner bodies deliver for our customers
  • Be motivated and enjoy a challenge and working on your own initiative, as you will be working in a fast-paced environment with tight deadlines
  • Identify issues, risks or trends and ensure timely resolution and value for money in line with civil service governance
  • Work with colleagues across the Agency to find solutions to technical and processing issues to offer the best quality service for our customers

Some of the posts will include supporting projects and programmes implementing change so you will need to master your subject area and become a recognised Subject Matter Expert (SME)

Person specification

  • Line management responsibility, including the possibility of remote management of or close working with colleagues in other parts of the country. Leading your teams to work collaboratively and effectively, trusting and empowering them to make decisions and learn from experiences. Be a highly visible leader helping colleagues to understand and influence the vision and accept and implement what is required, while providing a clear direction
  • Leading and supporting your teams through change, motivating them to deliver excellent performance and service for our customers. Build inclusive and trusted teams where all members feel valued, respected and listened to
  • Use a coaching approach to support and develop your teams and to build their capability
  • Inspiring your team though engaging communication at a range of levels and in a variety of formats (written, spoken etc.)
  • Being confident, respectful and timely in providing constructive feedback, challenging poor performance or behaviours and in delivering difficult messages
  • Role modelling exceptional operational delivery and embrace opportunities through the Operational Delivery Profession (ODP) to support and develop your teams
  • Being accountable for your team’s contribution to the delivery of RPA’s targets and external commitments, ensuring that all required outcomes and outputs are achieved
  • Adapting to changing and contesting priorities, reacting quickly to re- plan and engaging with your team to take them with you so that you are able to deliver effectively
  • Engage and collaborate enthusiastically with a range of key stakeholders and customers, building effective relationships within the RPA and with stakeholders to gain the best outcomes for customers
  • Working with colleagues in a variety of operational support services to develop and implement improvements
  • Using effective judgement to interpret and analyse information to make or inform recommendations and decisions and to identify risks to performance and service
  • Demonstrate and encourage a flexible and innovative approach to problem solving
  • Managing operational risks and develop alternative approaches to mitigate these where necessary

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Strengths and Experience.

Application Process

As part of the application process, you will be asked to complete a Personal Statement and a Behaviour Statement on the lead Behaviour Leadership.

Please align your Personal Statement in 500 words max to demonstrate how you meet the essential skills and experience listed in the advert.

Sift

Should a large number of applications be received, an initial sift may be conducted using the Personal Statement. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.

Interview

If you are successful at application stage you will be invited to an interview where you will be assessed on behaviours and strength based questions.

A situational assessment will form part of the interview to assess the behaviours Leadership and Communicating and Influencing. This will be sent to candidates 30 mins before the start of the interview.

You will also be asked to provide an example of an occasion when you have demonstrated the behaviour Delivering at Pace.

Interviews are expected to last no longer than 50 minutes.

Interviews will be held via video link and expected to take place Week Commencing 28th August 2023, but may be subject to change.

Location

Please be aware that these roles will be contractually based in a Defra group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time. You will be based in one of the listed locations in the advert. Internal candidates will have the option of remaining in their current locations.

Defra continues to support a blended working model and candidates are currently expected to attend their office base for 40-60% of the week.

Travel and subsistence will not be paid for travel to a base office location.

Reserve List

A reserve list may be held for a period of 12 months from which further appointments can be made.

Merit Lists

Where more than one location is advertised, candidates will be posted in merit order by location. You will be asked to state your location preference on your application.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band.
