PLEASE NOTE: This is a competitive civil service position. To be eligible you must be currently appointed to a Competitive Director of Information Technology and Communications Services position and/or be reachable on an existing Director of Information Technology and Communications Services Civil Service eligible list.


DISTINGUISHING FEATURES OF THE CLASS:

The work involves responsibility for establishing, evaluating, and maintaining information and communications systems for a large suburban school district. The incumbent will assume the duties of supervising and coordinating the activities of the District's centralized computer department in development and/or integration of information systems. This position is also responsible for the training and teaching of District employees in the capabilities and uses of information systems maintained by the centralized computer department and the use of on-site local/wide area networks, mini/thin computers or standard PC's/workstations. The incumbent will also be responsible for the developing, coordinating, supervising, and maintenance of all District owned equipment.

This is a broad position classification to designate an employee whose primary area of responsibility involves the analysis and definition of information and communications needs for the District and the development of information processing applications including system changes, objectives, and goals to help define short and long term information technology strategy for the District. This work involves a continual interaction with administrators in the area of training and use of information systems, word processing systems, LAN/WAN, telecommunications systems and equipment, and/or set up or revise those systems to meet the current needs of the District. This position is distinct from the specialized computer technical positions in that the Information Technology and Communications Services Director does not necessarily design "programs" using technical program language or perform technical duties relative to a main frame computer such as programming in any specific way. The incumbent will be a vital strategic decision maker, providing the District with expert guidance and council on all matters concerning District communications, information processing, future planning, and leveraged usage of new technologies. The individual will also be charged with helping the District develop, maintain, support, and report on its information security program, and compliance with laws and regulations for which the District must achieve. QUALIFICATIONS:

  • Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Computer Science or a closely related field and three (3) years of paraprofessional or professional level work experience in a technical or advisory capacity which involved the development and/or implementation of a computer system of which one (1) year must have involved the supervision of subordinates; or
  • Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate Degree in Computer Science or a closely related field and five (5) years of paraprofessional or professional level work experience in a technical or advisory capacity which involved the development and/or implementation of a computer system of which one (1) year must have involved the supervision of subordinates; or
  • An equivalent combination of training and experience as defined by the limits of (A) and (B).

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

SPECIAL REQUIREMENTS:

  • Thorough knowledge of utilization and potential of information processing equipment relative to information retrieval, including the use of local area-networks, mini/thin computers or standard PC's/workstations, and main frame terminals (CRT's)/servers/system architecture;
  • thorough knowledge of the theory and practice involved in utilizing commercial software to create or manage databases, applications, and/or supporting systems;
  • thorough knowledge of software facilities such as data communications and database design and management;
  • ability to organize complex data into distinct components;
  • ability to analyze information and draw logical conclusions; ability to communicate effectively orally and in writing;
  • ability to supervise the work of others;
  • ability to train other employees in the functions and uses of information systems such as personal computers, data systems, word processing systems, and/or end-user systems, etc.;
  • ability to apply information processing methodology to resolve the District's record keeping needs and information collection problems;
  • physically capable of performing the essential functions of the position with or without reasonable accommodation.

RESIDENCY REQUIREMENT: Candidates must be legal residents of Erie County at time of appointment.

REPORTS TO: Direction will be received from the Assistant Superintendent of Finance and Management Services, who will allow the incumbent considerable leeway and initiative in the areas of information and communications systems analysis, training, and maintenance.

SUPERVISES: Subordinate staff as directed, including all District Technology Department classified staff members. Responsibilities for this position also extend to the coordination and oversight of other third-party service providers that facilitate the operation of certain aspects of the District's information technology environment. The incumbent will supervise, direct, coordinate, and/or report regarding other District staff and/or third-parties who perform specialized computer technical duties such as designing "programs" using technical program language, performing technical duties relative to a main frame computer such as programming, or performing other daily system administration functions.

TYPICAL WORK ACTIVITIES:

  • Is familiar with and contributes to the successful implementation of the District's Mission and Belief statements;
  • Develops, implements, manages and assesses the district's information collection, recording, reporting and communications needs, including LANS/WANS;
  • Makes judgments and recommendations regarding the future identification, evaluation, and acquisition of commercial computer and telecommunications hardware and software products and the utilization of all subcontractors to implement any future information processing or communications solutions;
  • Coordinates the installation of final on-line systems versions, to integrate systems, conversion of systems, and/or in the creation of, or revision to existing systems or LANS/WANS, including planning, directing, and controlling the sequence in which projects are undertaken;
  • Acts as liaison with technical computer personnel and other staff to resolve technical issues pertaining to equipment, supplies, or software;
  • Establishes and operates the school district help desk;
  • Develops and produces internal reports for use by the district as needed;
  • Prepares the departmental budget with regard to systems, staff, and equipment;
  • Confers with the Assistant Superintendent on the development, implementation and review of departmental policies and procedures;
  • Monitors and manages the responsibilities and service levels of third-parties;
  • Designs, implements, and maintains information security programs;
  • Provides periodic, formal reports to the Superintendent of Schools, Assistant Superintendent(s), and/or the District's Board of Education, as required;
  • Perform such other tasks and assume such other responsibilities as directed by the Superintendent of Schools or his/her designee.

SALARY: $105,00-$125,00 (commensurate with experience)
