Job Description

Administrative Duties

Actively supports and upholds the City’s stated mission and values. Under direction of an IT Manager for the area of assignment, employees of this class are expected to perform program duties associated with an assigned area of the IT Division.

An Information Technology Analyst is differentiated from the Specialist level position by the fact that staff in this position require a greater level of experience, will be working on tasks of greater complexity and are expected to work independently with medium supervision.

The purpose of this position is to interpret and prepare information for a wide variety of GIS datasets
that can be geoprocessed, analyzed, and mapped. Maintain Enterprise GIS databases and perform
updates and edits. Prepare web based interactive apps and maps, create and design hard copy (PDF) maps and reports, perform spatial and tabular analysis, and data processing in response to customer requests. Review, evaluate, and verify mapping data provided by outside agencies or private sector contractors for accuracy and consistency, and modify and correct database values as needed. Troubleshoot and edit Python and TSQL scripts that automate data extraction, transformation, and loading procedures related to GIS with return-on-investment examples. Assist with training opportunities to support application end users. Prepare detailed procedure documents. Publishes, administers, and innovates with the ArcGIS Enterprise online suite of products.

This is the mid-level class within the GIS Analyst series. Employees within this class are distinguished from the lower GIS Specialist by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Employees within this class are distinguished from the higher GIS Administrator by not being expected to maintain the Enterprise level platforms, and are not expected to write automation scripts independantly. Positions in this class are flexibly staffed and are normally filled by advancement from the GIS Specialist, or when filled from the outside, have prior experience.

ADMINISTRATIVE DUTIES

  • Supervisory: This job has Leadworker responsibilities (coordinates and monitors the work of IT Specialist and IT Technician) but does not supervise.
  • Budgetary: This job does not have budgetary responsibilities but carries out day-to-day activities within approved budget.
  • Strategic Planning: This job has partial responsibility for strategic planning (assists with developing, implementing, and managing long and short-term goals).
  • Policies/Procedures: This job has partial responsibility for policies and procedures at the Program level (assists with developing, implementing, and interpreting).
  • Compliance: This job carries out day-to-day activities in accordance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
  • Council Communications: This job carries out day-to-day activities in accordance with Council’s adopted priorities and direction.
  • Reporting: This job does not have duties related to reporting to Federal/State/Local agencies.

  • Provides excellent customer service to both internal and external customers.
  • Documents work order requests and resolutions in IT Ticketing software.
  • Maintains confidentiality and security with regard to data access.
  • Keeps pace with IT technology trends through training, periodicals and experimentation in a test environment.
  • Applies project management methodology to projects as required.
  • Works with and supports clients and vendors to supply quality customer service.
  • Assists in the development of long and short-term goals for the assigned program.

GIS
  • Administers and maintains the City's enterprise SDE geodatabases, including creating datasets, creating users and assigning permissions, data maintenance and migration, and export/import of data.
  • Creates, develops, and maintains GIS datasets, including defining geospatial relationships to various enterprise business systems and database tables in support of department mission.
  • Use advanced Geoprocessing Models or Data Interoperability techniques to automate data transformation to use in various systems and formats.
  • Publishes geoprocessing services to enable custom data analysis in web-based applications.
  • Researches, tests and recommends modifications/customization and updates of Geographic Information Systems/Land Information System (GIS/LIS) software.
  • Monitors and ensures GIS systems meet business and performance needs.
  • Works with city staff from various departments to determine their respective GIS needs and develops small scale departmental applications utilizing ArcGIS Online and ArcGIS Enterprise, using ESRI tools such as Survey 123, Dashboards, Field Maps, Workforce, Navigator, etc.
  • Supports GIS systems and users throughout the City, by troubleshooting system problems, installation, configuration, documentation, and training.
  • Coordinates various special projects and/or graphics for presentations in support of the GIS system including addition of new data layers.
  • Trains City staff on GIS related applications and tools including Desktop GIS, Web GIS, and GPS collection/tracking.
  • Manages small IT projects related to technical and non-technical initiatives and the on-going support of GIS.
  • Creates content in various forms, including dashboards, web maps, hard copy, PDFs, etc. to present complex GIS data in a simple easy to understand format.
  • Operates GIS computer equipment, such as workstations, printers, plotters, and GPS units as required.
  • Provides guidance and training to other members of the team.
  • Other duties as assigned.

Qualifications

MINIMUM REQUIREMENTS

GIS
  • Bachelor’s Degree in GIS, Computer Science, Information Systems or a closely related field.
  • 2-4 years of GIS experience
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING (GIS SPECIFIC)
  • 5-7 years of GIS experience
  • Master's Degree in GIS, Computer Science, Information Systems, Data Science or a closely related field.
  • Esri technical certification(s)
  • Trimble Business Center, Esri Site Scan, Propeller AeroPoint, and/or other Drone processing platform experience.
OTHER REQUIREMENTS (ALL PROGRAMS)
  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.
