ABOUT LSC:

Established by Congress in 1974, the Legal Services Corporation (LSC) is the country’s single largest funder of civil legal aid for low-income Americans. LSC currently funds 132 independent nonprofit legal aid organizations with more than 800 offices throughout the nation. LSC’s mission is to promote equal access to justice and provide grants for high-quality civil legal assistance to low-income Americans.

This position is based in Washington, DC, and requires working from an office in DC in accordance with LSC’s hybrid work model. The successful candidate must live in the DC metropolitan area.


BASIC FUNCTION:

Under the direction of the Director of the Office of Data Governance and Analysis (ODGA), or his or her designee, the Data Engineer is responsible for technical operation of cloud architecture. The Data Engineer works closely with the research team, web developers, and other staff to support the ongoing operation, continued expansion, and usage of enterprise data. This position is included in a collective bargaining unit represented by the International Federation of Professional & Technical Engineers, Local 135.


PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Under the direct supervision of the Chief Data Officer, collaborates with ODGA staff to determine the technical requirements needed for enterprise data.

  • Develops, tests, and maintains software applications, tools and workflows for enterprise data that will provide ODGA staff with reliable and cost-effective access to data needed to conduct analyses and build visualization tools.

  • Develop clear code and project documentation for software and datasets, including architectural diagrams and data dictionaries.

  • Performs peer code review and quality assurance for applications and tools built to access data and conduct data analyses.
  • Works closely with the Office of Information Technology on back-end data access and storage solutions.

  • Works with internal and external stockholders to assure accurate and reliable data collection, including, but not limited to, survey data, administrative reporting by LSC grantees, and data collection from LSC contractors.

  • Contributes to reports, blogs, visualizations, and other materials.

  • Assists with other LSC initiatives and performs other related job duties as assigned.

Technical/Specialized:

A Bachelor’s degree in computer science, economics, public policy, data science, social sciences or related field and a minimum of two (2) years of data engineering experience required for a Data Engineer II and six (6) years of experience in data engineering for a Data Engineer III. Experience using ETL/ELT processes, event-driven data pipelines, and Big Data tools. Familiarity with AWS web development and cloud computing tools such as Glue, Athena, RDS, DynamoDB, SQS, SNS, CloudWatch, Lambda, EC2, ECS, EMR, IAM, S3, Docker, Fargate, and API Gateway. Experience configuring and deploying cloud infrastructure using Infrastructure as a Service (IaaS) tools (AWS CDK, Terraform). Experience with GIT version control and automated testing environments Recent coding experience in two or more of the following: Python, JavaScript, and SQL. Exposure machine learning concepts and programming. Exposure to Agile development methodologies and business intelligence tools like Tableau and PowerBI.


SALARY AND BENEFITS:

Data Engineer II
Salary: $90,344
Salary Range: $90,344-$101,757

Data Engineer III
Salary: $110,376
Salary Range: $110,376-$124,320


LSC has a competitive market-based salary structure that establishes a specific salary range for this position. The salary range has eight pay levels separated by seven steps. An employee must wait two years to advance in Steps 1 through 4. New hires typically begin at Step 1. In special circumstances, LSC may authorize a new hire to start at a higher step based on a special need or superior qualifications of the new employee.
