GENERAL STATEMENT:

POSITION SUMMARY
The Human Resources Generalist, under the guidance and supervision of senior management, is primarily responsible for conducting day to day human resources functions such as, but not limited to: job posting, recruitment and onboarding, maintaining secure records and files, contributing to HR projects, enhancing employee recognition, equal opportunity and effective HR procedure and practices.

MINIMUM QUALIFICATIONS:
EDUCATION AND/OR EXPERIENCE
  • Requires BA/BS Degree plus 2 years' experience in human resources or related field. Appropriate experience may be substituted for education requirements
  • Experience with HR software such as Abila (MIP) or other industry recognized software
KNOWLEDGE, SKILLS AND ABILITIES:
  • Requires strong oral and written communication and interpersonal relations skills
  • Requires knowledge of state and federal laws, rules and regulations, personnel administration including compensation, training and employee relations; employee rights, benefits and obligations; equal employment opportunity practices; employee policies and procedures; and interviewing techniques
  • Must have experience with MS Office applications
  • Ability to pass the WA State criminal history background check

LICENSES/CERTIFICATIONS
  • Must be bondable
  • Must have current WA State Driver's License
  • Must have current auto liability insurance

ESSENTIAL PHYSICAL/MENTAL FUNCTIONS:
Requires intermittent sitting, walking, twisting and bending and occasionally lift up to 25 pounds. Requires accuracy, good communication, judgment, and the ability to remain calm and provide appropriate advice and information. Must be able to exhibit regular attendance.

ESSENTIAL DUTIES & RESPONSBILITIES:
1. Report to and accept assignments from the Human Resources Director.
2. Maintain and create complete personnel files and HR records; both physical files and digital files using KCR's HRIS.
3. Responsible for conducting entire recruitment process including job postings, interviews, background checks, reference checks, and new hire orientation (including benefit enrollment). Monitor hiring practices to ensure management is selecting or rejecting applicants in conformance with legal requirements, particularly EEO guidelines and agency policy.
4. Responsible for conducting required training for entire agency. Includes tracking completed training, administering training, and following up with pertinent individuals.
5. Responsible for completion of FMLA process including: providing notification and informational packets; determining eligibility; and tracking all used FMLA hours.
6. Provide assistance in preparation for Personnel Committee meetings and participate in meetings.
7. Ensure consistent format for job descriptions and maintain master electronic job description folder.
8. Responsible for facilitating HR projects such as policy revisions, evaluation procedures, and job postings.
9. Primary point of contact for employee inquiries concerning personnel policies and procedures.
10. Monitor employee safety, welfare, wellness and health – coordinates Wellness Team.
11. Train supervisors/managers on evaluation procedures – collect and maintain employee evaluations with personnel file.
12. Provide support to supervisors/managers with disciplinary actions as needed.
13. Responsible for all administrative functions relating to the Human Resources Department such as federal and state reports, forms, and compiling statistical data.
14. Support agency's Equal Opportunity Officer and assist with employee complaints as necessary.
15. Maintain professional and technical knowledge by attending educational workshops; review professional publication and participates in professional organizations.
16. Serve as management representative on local or CAP HR groups.
17. Accept other duties as assigned.
