Job Description

This position is located in the Department of Health (DC Health), Office of the Director, Office of Communications and Community Relations. The incumbent will work under the direction of the Director of Communications and Community Relations to advance the vision, mission, goals and strategic priorities DC Health. The Communications and Community Relations Department oversees communications for the Department of Health and its stakeholders. The department is involved in establishing and maintaining communications with District agencies and the general public, advising agency management on public relations and identifying and carrying out the public communication related to DC Health policies and programs. The department also uses an array of communications tactics including digital media, press outreach, branding, messaging and community relations.

Major Duties and Responsibilities:

The selected individual will serve as the lead for the redesign and implementation of all content hosted on DC Health’s official website (dchealth.dc.gov). The incumbent will serve as an advisor to the Director of Communications and Community Relations and work alongside senior agency communication team members and agency leadership to maintain governance and oversight; and creates, coordinates, publishes, and edits DC Health web page content that is intended for public consumption.

The individual will develops original designs, concepts or visual styles for publication, web, exhibits or presentation materials that present to the public ideas or images desired by the organization. They will be responsible for providing creative design to support agency wide programs and assist with the creation of purchase orders to secure vendors for printing and other needs to execute graphic design work for projects and programs.

The incumbent will meet with employees in the Office of the Chief Technology Officer (OCTO), DC Health staff members and stakeholders as needed to develop design concepts, gather information, discuss alternatives, gain approval and review request. The individual will also work closely with the Office of Communication and Community Relations team to transform written concepts into final layout utilizing all major desktop publishing software including Adobe Creative Cloud, Microsoft Office Suite, and other supporting software plug-ins.

Qualifications and Education

An undergraduate and graduate education in a major study(i.e.. commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position or advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis is required.

Individuals must possess at least one (1) year of specialized experience equivalent to the grade 12 level. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.

Bachelor's degree or higher in graphics design, web design, digital technology and design or closely related field, is highly preferred for this position.

It is preferred that the individual selected for this position has the following experience:

  • 3-6 years of developing user friendly and tested websites for organizations.
  • 3-6 years of graphic design and organizational branding for a major organization.
  • Writing and editing experience specifically for web content.

Licenses and Certifications

None required.

Working Conditions / Environment

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.

Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

Residency Requirement:(if applicable) : If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
