SUMMARY

Housing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). HFH supports the Los Angeles County Homeless Initiative’s recommendations and efforts to address and combat homelessness in the communities within Los Angeles County. Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.


The HFH Interim Housing Program serves individuals with complex health and/or behavioral health conditions who need a higher level of support services than is available in most shelter settings. The program offers temporary housing in a stable environment to assist clients in stabilizing, increasing independence and completing permanent housing goals.


Housing for Health was recently awarded funding from the state to support with addressing the unique needs of people experiencing homelessness in the Skid Row region of Los Angeles. Through collaborations with other county departments and entities that include the Department of Mental Health (DMH), Los Angeles Homeless Services Authority (LAHSA), and Homeless Initiative, HFH will implement a series of strategies that include interim and permanent housing opportunities, training and technical assistance, and enhanced mental/behavioral health services for Skid Row residents.


Assistant Staff Analysts (ASAs) assigned to the Interim Housing Program’s Skid Row team will provide direct, operational support to one or more contracted homeless services providers in the Skid Row region of Los Angeles. Many of the program’s interim housing facilities in this region are intended to provide low barrier access to housing and supportive services to PEH from and around Skid Row, and the ASAs will be responsible for supporting in the review of interim housing applications and transfer requests, participant placement, referral tracking, and oversight of adherence to program expectations for service provision. Ideal candidates will be organized, have knowledge of mainstream services for people experiencing homelessness, apply creative approaches to problem solving, and be flexible to meet the changing needs and demands of the program.


ESSENTIAL FUNCTIONS

  • Provides programmatic oversight of one or more Interim Housing program facilities in the Skid Row region of Los Angeles which includes direct engagement with contracted providers and monitoring of ongoing adherence to programmatic statements of work and expectations.
  • Works with contracted providers and internal program staff in the collection and analysis of data and provides recommendations on opportunities for continuous improvement of the program and program operations.
  • Provides regular programmatic updates to stakeholders that include internal and contracted program staff, homeless services providers, and external stakeholders.
  • Directly liaises with referral partners and contracted interim housing providers to ensure participants are getting appropriately assessed and placed into program facilities and connected to appropriate services.
  • Engages with the HFH Skid Row Action Plan Technical Assistance Team to identify opportunities for support and collaboration in enhancing the provision of services to participants by homeless services providers in Skid Row.
  • Conducts regular case conference/management calls with relevant contract provider staff and other stakeholders of a participant(s) care team.
  • Compiles, reviews, and performs quality assurance on programmatic documentation which may include participant assessments, case notes, and data reports.
  • Collaborates with other program areas in the provision of training on program expectations and documentation.
  • Monitors contracted provider progress on meeting deliverables and identifies potential or existing roadblocks to program success and develops solutions to address them.
  • Support in problem solving efforts with contracted providers to address potential grievances brought by Skid Row residents and/or other stakeholders.
  • Other duties and special projects as assigned.

JOB QUALIFICATIONS


Education/Experience

A Bachelor's degree or higher from an accredited college or university in Public Health, Public Administration, Business Administration, Healthcare Administration, Healthcare Management, Biostatistics, Epidemiology, Social Work, Community Development, Criminal Justice or a related field.


OR


One (1) year analyzing and making recommendations that address organizational management issues such as planning, program development, project management, budget development, and program evaluation of health and human services for high-risk populations (e.g., homeless, justice-involved, mentally ill, substance use disorder or medically complex).


Certificates/Licenses/Clearances

  • Successful clearing through the Live Scan process with the County of Los Angeles.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Other Skills, Knowledge, and Abilities

  • Experience in leading a team engaged in assisting and providing services to vulnerable populations, e.g., people who are experiencing homelessness or at risk of being homeless
  • Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Skype, Outlook, etc.
  • Able to multi-task and set workload priorities for time sensitive projects/tasks.
  • Ability to problem solve and make recommendations to processes, policies, etc.
  • Able to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner; ability to work within a project team and/or independently.
  • Able to work in a very diverse environment and with diverse individuals.
  • Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.
