Ocean Associates Inc. (OAI) is seeking applicants for a 3/4-time position to provide education and outreach support to the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), West Coast Region (WCR) in Seattle, WA. OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services, and stakeholder engagement, supporting government contracts.

Description

The NOAA Fisheries’WCR Communications and External Affairs Branch (CEA) is responsible for employing the latest communications and outreach tools to advance NOAA Fisheries’ science-based mission to ensure long-term sustainability of fisheries and protect marine species. Engendering scientific literacy and stewardship of the marine environment through formal and informal education is a key component of achieving this goal. This project will deliver effective science-based curricula and other education materials to inform school children and students of all ages how our policies and management strategies promote sustainable ecosystems, inspire action to conserve marine ecosystems, and promote a diverse and highly skilled future NOAA workforce.

Tasks

Key tasks include the following:

Science Education Planning and Execution.Plan an education and outreach program that supports the NOAA Fisheries education and outreach goals and the NOAA Education Strategic Plan.

Provide senior subject matter expertise on effective science education program management and execution.Advise CEA and WCR leadership on strategies to use science education tools and techniques to meet agency stewardship goals.
Develop, pilot test, and deliver science-based products including curricula, lesson plans, informal educational activities, etc. that increase marine and coastal scientific literacy, inspire stewardship values and behavior, and builds a diverse and highly skilled future NOAA workforce.
Revise and reprint products as needed.
Work with CEA Branch Chief to develop a budget and purchase necessary products to implement the program (i.e. printing, translations, reprints, visual and physical education materials, etc) using internal and/or grant funding as appropriate.
Manage the printing and reprinting process for E&O products.

Form and Enhance Science Education Partnerships.
Identify key potential partners and audiences and maintain contact lists including teachers, schools, and school districts, particularly to reach diverse audiences.Through creative partnerships, recommend strategic approaches to reach diverse and underserved audiences with our education and outreach messages and implement approved approaches.
Work with partners to incorporate WCR material (science education resources, messages, etc) into their programming to enhance the reach and impact of our activities.
Serve as grant reviewer for NOAA education grants including Merit and BWET grant programs.
Collaborate with other NOAA Offices as appropriate, including through membership on regional and national working groups, to advance NOAA and WCR outreach and education goals through public events (i.e. NOAA Day in Long Beach and NOAA Open House in Seattle) and other strategies.

Train and Guide WCR staff in Conducting Education and Outreach.
The employee shall:train staff on use of curricula and other materials to increase reach and efficacy of education and outreach efforts,
maintain inventory of education materials and make available across the region; update materials as needed,
create and communicate opportunities for staff to participate in formal and informal education,
convene and facilitate science education working groups as needed, and
shadow NOAA staff in classrooms and provide productive feedback to increase skillsets.
Co-lead cross-divisional education and Outreach sub-team (of the DEIA cross-divisional team) in the West Coast Region and manage informational intranet sites to achieve the stated tasks above.

Track and Communicate Education Efforts.Identify metrics and measurable goals to track and communicate outreach and education accomplishments and progress towards goals.
Respond to science education and outreach data calls.
Write and disseminate internal emails and intranet content, web stories, and/or social media posts to communicate efforts, messaging, and progress towards determined program goals.

Support Student Internship Programs and NOAA’s DEIA goals.Promote a diverse and highly skilled workforce by supporting WCR’s internship program and advancing NOAA’s Diversity, Equity, Inclusion, and Accessibility (DEIA) goals.
Manage DEIA and Education and Outreach intranet sites.
Participate in DEIA and internship working groups.
Advise and support new acting WCR/NWFSC/SWFSC Intern Program Manager to develop effective joint internship program.
Manage the Fisheries Intern Alumni Network. Provide staff with materials and guidance to successfully recruit and host diverse interns.

Start Date: ASAP

Location: NOAA Fisheries West Coast Region Campus Seattle, WA. Occasional offsite work will be necessary to staff education and outreach events and meet with partners.

Salary and Benefits: This is a full-time position with benefits. Salary, commensurate with experience, between $41.00 to 48.00 per hour.
