Physician Network Advantage (PNA) is seeking an experienced Human Resources Manager who will partner with the leadership to balance the organization's needs and the employees' desires. The primary focus of this role will be to ensure all PNA remains in compliance with all labor laws, primarily in California. The successful candidate will have experience in HR Management, specifically as an HR Department of One. In addition to compliance management, excellent organizational skills, professional and compassionate communication, and unparalleled confidentiality will be required.

Brief Summary:
Reporting to the Controller/Chief Compliance Officer, this position serves as a consultant to management and employees of Physician Network Advantage on Human Resources related issues. The HR Manager oversees all human resources policies, programs, and practices, employee relations, including compensation, benefits, HRIS (ADP) and performance management systems.

Recruitment
Establish a recruiting, testing, and interviewing program.
Provide leadership for talent acquisition, working with business unit leaders to identify staff vacancies and recruit, interview, and select applicants.
Conduct recruitment effort for all exempt and nonexempt personnel, students, and temporary employees; develop and conduct new-employee orientations.
Workforce Planning
Maintain the work structure by updating job requirements and job descriptions for all positions as necessary.
Provide guidance to the management team on market pay and benefits data; recommend and implement pay structure revisions.
Employee Relations
Serve as a link between management and employees by handling questions, interpreting and administering policies, and resolving work-related issues.
Conduct and analyze exit interviews; recommending changes.
Performance Management
Provides day to day performance management guidance to line management (coaching, counseling, career development, disciplinary actions).
Facilitate annual performance management process.
Compliance
Develop, recommend, and implement personnel policies and procedures; prepare and maintain Employee Handbooks to ensure legal compliance.
Design and deliver internal compliance training for employees and managers.
Maintain in-depth knowledge of legal requirements by attending educational workshops; reviewing professional publications; participating in professional societies.
Conduct investigations; maintain records; represent the organization at personnel-related hearings (EEOC, Unemployment, Wage and Hour).
Perform regular audits of company's human resource policies and procedures, reducing legal risks and ensuring regulatory compliance. Partner with legal counsel as needed.
Administer leaves of absence; FMLA, CFRA, PDL, PLA, ADA, and all Federal / State related leave acts.
Administer and manage workers compensation claims, from initial injury to conclusion of claim.
Administration
Maintain employees' personnel records ensuring federal and state recordkeeping compliance.
Maintain Human Resource Information System records and compile reports.
Process background checks. Conduct new hire orientation, maintain org charts.
Administer benefits, including open enrollment, broker negotiations, cost comparisons and maintain all online vendor portals.
Maintain payroll data in ADP WFN; employee information, rates, wage garnishments, tax levy's, court ordered deductions. Audit and recommend improvements to payroll practices for compliance purposes. Assist with bi-weekly payroll reports.
Document and maintain administrative procedures for assigned processes.
Maintain work structure by updating job requirements and job descriptions for all positions as necessary.
Other duties as assigned.
Knowledge, Skills and Experience:
Required:
· 5+ years of experience and/or training
· Bachelor's degree
· PHR/SHRM CP certification required (SPHR/SHRM-SCP preferred)
· Familiarity with state specific labor laws, wage and hour guidelines, FLSA, COBRA, ADA, PDL, FMLA/CFRA, and related Federal and State regulations as necessary.
· Demonstrated ability to influence, communicate and build relationships at all levels, and to link business objective with HR activities.
· Excellent interpersonal skills with a demonstrated ability to provide guidance, assistance, coaching and correction to all levels of employees.
· Demonstrated analytical, creative problem-solving, and strategic thinking skills and a commitment to continuous improvement.
· Ability to confidentially maintain personal information; understands and respects the sensitive nature of information and handles discreetly and effectively.
· Demonstrated ability to work effectively in fast-paced environment, including managing multiple projects, meeting concurrent deadlines, managing time and priorities.
· Strong client relationship, critical thinking, negotiations, communication (oral and written) and consulting/influencing skills.
· Knowledgeable in Microsoft Office Suite with strong skills in Word, Excel, Outlook, and PowerPoint
· Experience in various HRIS systems (ADP WorkforceNow preferred)
