Immigration Enforcement (IE) is responsible for enforcing the government’s immigration laws, tackling illegal migration, removing foreign national offenders and immigration offenders from the UK. It also aims to disrupt the organised criminal groups that exploit the vulnerable for their personal gain.

Job description

The Training and Skills Unit (TSAU) works with law enforcement and cross-government partners to tackle serious and organised immigration crime with a focus on bringing to justice those who exploit the vulnerable, for example cases of modern slavery and human trafficking.

This is a professional learning team made up of subject matter experts (SME) and professional trainers who have the knowledge and the networks to enable partnership working within and outside of Enforcement, Compliance and Crime (ECC) extending to external stakeholders including the College of Policing. Our focus is on enabling leaders and managers to improve the experience for colleagues, building the capabilities required to create resilient, competent and confident IE officers of the future. We aim to do this through being values driven, insight led, outcome focused, agile and expert.

The team is licensed by the College of Policing to deliver training under the auspices of the Professionalising Investigation Programme (PIP).

In addition to training across the different levels of PIP the team develop and deliver Continuing Professional Development (CPD) interventions which support and enhance deployment capability of Immigration Enforcement Officers.

The post holder will have responsibility for the delivery, and evaluation of all learning across Secondary Learning programmes. This includes Disclosure Officer, Open-Source Investigation, Public Protection, Cash Seizure, Advanced Interviewing, Digital Media Investigation, Investigative Supervisors and Managers Programme, PACE and Regulation of Investigatory Powers Act (RIPA)/ Investigatory Powers Act (IPA). You will also contribute your SME experience to the design of programmes.

All our trainers should either hold or be willing to work towards a Level 4 Learning and Development qualification within 12 months in post.

If not already an Immigration Officer/ Chief immigration Officer, in order to be designated as one, you will be required to attend an induction course and Officer Safety Training (OST) /Personal Safety Training (PST) course. This is comprised of a 2-week induction training package and 2 weeks OST/PST course. This is all classroom-based training at a CFI training location. It is highly likely you will be required to stay away from home when attending these courses.

TASU delivers learning events at locations throughout the United Kingdom, and occasionally overseas. These courses can be between 1-3 days or upward to 4-6 weeks. If successful, you will need to be aware that this post involves travel and periods away from home, although part time/job share and flexible working patterns are possible.

As an Operational Officer, you will be expected and directed to return to the business for periods at a time by your line manager. This will ensure your skills remain current with operational practices, complete continuous professional development (CPD) and any other agreed function.

This is an exciting opportunity for the right candidate to develop and embed a wide range of people and engagement skills within a high performing team, delivering what is required to continue to make the team a great place to work and to support staff and senior managers in delivery.

Person specification

Key responsibilities will include (but are not limited to):

  • Working to one of His Majesty’s Inspectors and take responsibility for leading assured learning and development products
  • Delivering learning interventions utilising blended methodology
  • Designing, delivering and evaluating of learning content, including undertaking design research and where necessary working with internal and external experts
  • Contributing SME knowledge and experience to full design cycles, providing advice and guidance to partners and end users, whilst coaching and mentoring others
  • Leading on specific projects whilst keeping learning materials updated in line with current guidance and policy
  • Undertaking frequent travel nationally to attend meetings and deliver training which will involve overnight stays
  • Embracing partnership working by engaging closely and collaboratively with other colleagues across TASU, IE, Operational Assurance, Policy, the wider Home Office learning community and other stakeholders to develop and improve our delivery, assessment and quality assure learning across IE.
  • Working flexibly and support other areas within TASU. Responsibilities are liable to change within the learning profession umbrella subject to business need and transformation, so it’s important that you are adaptable.
  • Undertaking continuous professional development (CPD) activities for your role.

Essential Criteria

Successful candidates will need to demonstrate:

  • A minimum professional qualification of Professionalising Investigations Programme Level 1 (PIP1) and for this accreditation to be valid and current at the time of application
  • A Level 4 qualification in Learning and Development or be willing to work towards this within 12 months in post
  • A high standard of demonstrable verbal and written communication skills
  • Flexibility and organisational skills, and able to deliver under pressure and at pace, particularly when unexpected changes to priorities and procedures occur
  • Demonstrable competence in Microsoft suite (including OneDrive, Share Point, Teams and Excel)

Desirable Criteria

  • Hold the professional qualification of Professionalising Investigations Programme Level 2 (PIP2) and for this accreditation to be valid and current at the time of application
  • Have a detailed awareness and understanding of the College of Policing PEQF and PIP Frameworks
  • Assessor accreditation, such as TAQA
  • A strong knowledge of the processes, legislation and policy relating to the work of IE
  • Experience of delivering training to different size groups, using a variety of learning methods
  • Experience of designing and implementing digital and e-learning solutions

Licences

Full UK valid Manual Driving License

Qualifications

  • Be a minimum of PIP 1 accredited and for this accreditation to be valid and current at the time of application – see below and guidance attached.

Professionalising Investigation Programme (PIP):

Professionalising Investigation Programme (PIP) is a four level accreditation programme under the auspices of the National Police Chiefs Council and the College of Policing.

Officers accredited at PIP Level 1 will have demonstrated operational competence through completion of a work based portfolio which will have undergone assessment and verification in force.

Sift and Interview dates

The sift will take place from 30th May 2023 onwards.

Further Information

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. Personal Safety Training (PST)

These roles can be physically demanding and if successful you will be required to complete and pass specialist training including Personal Safety Training (PST) which develops skills in personal safety, arrest and restraint techniques. This demands physical activity and physical contact with delegates on the course. You will be required to complete a PST health declaration and, if necessary, attend a medical examination. A formal offer will be conditional upon you being physically fit to undertake and pass the training.
